Ready, City Manager BY: Palm Springs Police Department SUMMARY The tactical vests currently utilized by the Special Response Team (SRT) of the Police Department are outdated and beyond their warranty period. The ballistic helmets worn by the team are military surplus and also beyond warranty. Due to a generous private donation specifically for this purpose, the Police Department is requesting City.Council approve the purchase of 30 new tactical vests and 30 new ballistic helmets for the Special Response Team. RECOMMENDATION: 1. Adopt Minute Order No� approving the purchase of 30 new Tactical Vests and 30 new Ballistic Helmets from Adamson Police Products in the amount of$54,997.76. STAFF ANALYSIS: Tactical vests are necessary safety equipment for all Police Officers, and the Special Response Team officers wear vests which have a higher level of protection due to the nature of their duties. Tactical vest manufacturers typically warranty their equipment for 5 years. Our current vests worn by the SRT are beyond their warranty period and are balky and cumbersome, compared to new designs and technology available today. The new vests recommended for purchase come with a 5 year warranty backed by the manufacturer. Ballistic helmets are also necessary safety equipment for the SRT. The current helmets worn by the officers are military surplus units and are also beyond their warranty period. R Itam Nn City Council Staff Report Jan.4, 2006 -- Page 2 Purchase of Tactical Vests and Ballistic Helmets The new helmets recommended for purchase are new technology, considerably lighter and more comfortable to wear, and come with a 5 year warranty backed by the manufacturer. Both the vests and the helmets are the Protech brand, manufactured by Armor Holdings, Inc. The Procurement and Contracting Division conducted a Request for Quotation (RFQ 2006-16) and received four responses from authorized Protech dealers. The results of the RFQ are tabulated below: Adamson Police Products $54,997.76 Aardvark Tactical, Inc. $57,861.43 Galls Long Beach Uniform $58,556.74 Quartermaster, Inc. $64,157.87 Adamson Police Products located in Los Alamitos, California was the lowest, responsive bidder. Staff is recommending that the City Council approve the purchase of these vests and helmets from Adamson Police Products in an amount not-to-exceed $54,997.76. Ae FISCAL IMPACT: IFinance Director Review The Police Department received a generous donation of $155,000 from an individual to purchase an armored vehicle for the Special Response Team. The City was able to obtain additional funding for that vehicle, and only used $100,000 of that private donation. The private donor has requested that the remaining $55,000 be used to purchase tactical vests and helmets for the Special Response Team. Thus, this j purchase will not impact the City budget. I, James Thompson, City Clerk of the City of Palm Springs hereby certify that this Minute Order, approving the purchase of 30 new tactical vests and 30 new ballistic helmets from Adamson Police Products in the amount of $54,997.76 was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 4th day of January 2006.
