SUBJECT: Historic Site Preservation° oard Appointment
The City Council did not complete all appointments to the Historic Site Preservation
Board during the 2005 Annual Recruitment process. On December 13, 2005 the City
Council subcommittee of Councilmember Pougnet and Mayor Pro Tern Foat interviewed
and/or re-interviewed qualified candidates.
The Subcommittee will recommend to the City Council the appointment of Harold "Bud"
Riley to the Board for the term ending June 30, 2007. Attached for your reference is the
application on file for Bud Riley.
This appointment will be placed on the January 4, 2006 City Council agenda for
consideration.

BIOGRAPHICAL SKETCH
GENERAL:
I became a permanent, year-round resident, homeowner, taxpayer and voter in
the City of Palm Springs, in May 7, 2004. 1 have had a "love affair" with this City for
several years, and moved here because i wanted to. 23 years residing by the
ocean can make your mind rusty.
EDUCATION:
University graduate from Minnesota, with a Bachelors Degree in Business
Administration, with most of the requirements for a Master Degree completed.
1 include here my two years of military service in World War 11, 1944 to 1946,Army
Air Corps. It, too, was educational.
BACKGROUNDIWORK EXPERIENCE/CIVIC INVOLVEMENT:
I was employed for ten years by Minnesota Mining and Manufacturing Company,
"3M," and twenty years by Investors Diversified Services, Inc., now American
Express, in their Personnel Departments, now called "Human Relations,"
becoming a recognized authority in Salary Administration, Executive
Compensation, Executive Training and Development, "Management by Objective
and Constructive Goal Setting," et al.. I was recognized for executive business
and speech writing, and for running the corporate protocol office.
I have been recognized for corporate volunteerism to civic organizations, which
has not diminished since I retired at age 55. 1 was an active advisor to Junior
Achievement for several years, worked as a major gifts worker and advisor for the
Minneapolis United Way, later becoming chair of their Admissions and
Allocations. Co-chair for the Minnesota Orchestra Silent Auction (big money.)

Volunteerism continued when I moved from Minnesota to San Diego in 1983. 1 was
one of the founders of a Gay and Lesbian charitable foundations, and served on
Mayor Susan Golding's first Gay and Lesbian Advisory Committee, from 1993 to
1996. 1 was also a member of the advisory board for"San Diego, 2000," when
there was a specific theme celebration each month, i.e. Maritime Month, July
2000.
But most importantly, I served for eight years as a member of the San Diego
Historic Preservation Board, 1994 to 2002. See below.
DESCRIBE YOUR KNOWLEDGE OF THE FUNCTIONS, REGULATIONS AND
PROCEDURES OF THE COMMISSION WHICH YOU WOULD LIKE TO SERVE;
I was appointed by the Mayor, and confirmed by the City Council,four
consecutive times, for two years terms each, as a member of San Diego's Historic
Resources Board, but I was "termed out" by City Code.
Being the only Board member who was retired, I was the "go-to" person, and
made myself available to assist staff, and do special research for the fourteen
other members. Of the 96 scheduled meetings in my tenure, I missed four, for
previously scheduled vacations, all outside the United States.
To expedite our mission our Board formed subcommittees to meet and act
between scheduled monthly meetings.
From 1995 to 2002, !served as a member of Policy Subcommittee
From 1996 to 2002, 1 served as a member of the Education and Outreach
Subcommittee
From 1995 to 19971 was a member of the subcommittee which rewrote the San
Diego City Codes, as they related to historic preservation. Many long hours!
From 1995 to 19971 was the Board's delegate to facilitate the forming of the
"Warehouse District," in Center City East, now known as East Village, which
ultimately became the San Diego Padre's Ballpark District. Our greatest victory
was involving the California SHPO office, and the National Trust, so we were able
to save 12 important historic buildings, and incorporate them into the new district,
originally violently opposed by the Padres Organization.
From 1995 to 20021 was a member of the subcommittee which tried to
preserve/prevent demolition of the historic hotel San Diego, being taken over by
the GSA to build more Federal Courtrooms. We lost, on two appeals to the City
Council.
From 1995 to 20001 served on the subcommittee to advise the Navy and the City
how to identify some 52 historic buildings at the closed, but famous, Naval
Training Center, get them through CEOA,the California SHPO Offices, and
registered with the National Trust as a National Historic District. Accomplished!
From 1994 to 19981 was lead member to evaluate and push the cause for
designation as Historic Districts for Park Boulevard, Egyptian, "Modern," and
Bankers Hill. I also served on subcommittees to get the Oceanside Cottage
District and Shirley Place District.
In 19971 attended the National Trust annual conference in Denver, at my own
expense, because the City of San Diego didn't have a nickel to spare. I attended
then same conference in Los Angeles in 2000,with the City paying a quarter of my
expenses.
While on the Board, 1 helped get historic designations for over 200 of the
approximately 1,000 historic sites in the City of San Diego. Some were exciting
Wins, such as the First Church of Christ Scientist, and there were losses which
hurt, like the Irving Gill vigilante tear-down.
I developed an extensive historic preservation file of resources, of great value, but
when moving to Palm Springs, I thought I would never have use for it, so I gave it
to the City for historic resource archives. Damn.
WHAT SPECIFIC ATTITUDES,SKILLS AND EXPERTISE DO YOU THINK YOU
HAVE TO ENHANCE THE WORK OF THE COMMISSION?
I am sure that my eight years experience as a member of the San Diego Historic
Resources Board will make me a valued member who would quickly get up-to-
speed,and be able to make a contribution.
Please do not think,for even one minute,that historic preservation is easily
learned, "second grade stuff." It is not! It takes many months to even understand
how it works. Resources are few and far between, and never available when you
need them!
It may help that I am personally acquainted with the California State Historic
Preservation Officer, Milford Wayne Donaldson, A.I.A., who so often advised our
Board, and did yeoman's work assisting all vested interests on San Diego's Naval
Training Center project, when it was declared surplus by "BRAG," and returned to
the City.
I have a reputation as a skilled and creative writer, a good listener, observer, and
negotiator. And importantly, I do not crave the limelight which, I believe, is for
those that want it!
I am confident that I can be a contributing member of the Palm Springs Historic
Site Resources Board.
WHAT SPECIFIC ISSUES OR PROBLEMS FACE THE BOARD/COMMISSION? DO
YOU HAVE SUGGESTIONS TO ADDRESS THOSE ISSUES OR PROBLEMS?
One of major problems facing a Board such as this one is the component of
communication and salesmanship for the cause of preservation, even if the Mills
Act is available. It falls under most people's radar,especially in a City that is only
67 years old. If the Secretary of interior's Standards require a site to be 50 years

old before it can be designated,that is something built before 1955. They would
say Palm Springs is too young!
Then there are the problems of historic designation against the owner's will, who
would like to get the bulldozer onto the property post haste, or allow destruction
of the property by benign or intentional neglect.
Having been there before I have several ideas how to sell preservation and make it
always a "win/win."

SUBJECT: APPOINTMENT TO THE HISTORIC SITE PRESERVATION BOARD

SUMMARY
The City Council will consider making an appointment to the Historic Site Preservation
Board.
RECOMMENDATION:
Appoint a Historic Site Preservation Board member to fill a vacancy for the un-expired
term ending June 30, 2007.
STAFF ANALYSIS:
The City Council did not complete all appointments to the Historic Site Preservation
Board during the 2005 Annual Recruitment process. On December 13, 2005 the City
Council subcommittee of Councilmember Pougnet and Mayor Pro Tern Foat interviewed
and/or re-interviewed qualified candidates.
This 7-member Board was established to nominate and recommend to City Council
potential historic sites and the designation of historic districts within the City.
Responsibilities also include designating sites for plaques within the City. Staff support
is provided by the Planning and Building Department.
To be eligible for appointment to the board, an individual must have demonstrated
knowledge and interest in the cultural, socioeconomic, architectural or archaeological
history of the area, either through experience, training, education or occupation.
Additionally, members shall be bona fide residents and registered voters of the City, and
may not be an employee of the City, nor a current applicant for City employment.
FISCAL IMPACT:
None.
