SUBJECT: Bid Award-Airfield Pavement Sealant

SUMMARY
This action will provide for the acquisition of asphalt surface sealant material that will be
used for the Airport's ongoing in-house pavement maintenance program.
RECOMMENDATION:
1. Approve the purchase of 17,875 gallons of sealant concentrate, as specified in
Invitation for Bid #11-07, from Granite Construction Company of Indio, California,
in the amount of$133,859.17.
2. Authorize City Manager, or his designee, to execute all necessary documents.
STAFF ANALYSIS:
One of the Airport's most expensive and ubiquitous assets is its paved surfaces for
runways, taxiways, aprons, roadways, and parking lots. Taking all of the Airport's paved
surfaces into consideration, there is the equivalent of approximately eighty (80) miles of
two (2) lane highway within the property boundary. Just over one (1)year ago, airport staff
developed and instituted a new in-house program to improve the care and preventative
maintenance of these pavements. This program involves using airport staff, airport
equipment, and acquired materials to complete surface coating (FOG Sealing) of airport
pavements. Progress can be easily seen from Kirk Douglas Road by noticing the distinct
black color of some pavements that have already undergone this sealant application since
the last purchase of material. The pavements are not only now better protected from the
scorching sun, but there is a much nicer appearance. This new program will result in a
more consistent and effective pavement maintenance program and save the airport
millions of dollars in the future by extending the useful life of the pavements.

Airfield Pavement Sealant
The Procurement and Contracting Division worked closely with the Airport Department
to conduct a formal invitation for the supply of the material through Bids (IFB) #11-07.
The bid was publicly advertised, posted to the City's website, and notices distributed to
nineteen (19) potential providers. Two (2) providers responded and the results of the
bid are tabulated below:

Pursuant to Municipal Code 7.03.040 (1) (i), in the case of Tie Bids, if two or more bids
received are for the same total amount or unit price, the Council may accept either bid
based on the following priority list: (1) Business located within city boundaries (2)
Coachella Valley based business (3) Riverside County based business or (4) State of
California based business. Granite Construction, based in Indio, CA qualifies under (2)
priority above, and as such staff recommends award to Granite Construction.
Pavement Maintenance Inc. is based in Portland, OR.
The unit cost is $6.95 per gallon, including delivery, for a total of $133,859.17. The
17,875 gallons of material shall be delivered in 275 gallon totes in three (3) shipments
over the course of the next twelve (12) months.
FISCAL IMPACT:
The cost of the Surface Sealant for the Pavement Management Program for the Airport
will be $133,859.17 and funds have been budgeted and are available in account
numbers: 416-6501-56130 — CIP - $60,000; 415-6050-46110 — Airside - $45,000.; and
415-6100-46100— Landside - $28,859.17.
