SUBJECT: SWIM CENTER LOCKER ROOM IMPROVEMENTS

SUMMARY
As part of an overall effort to improve the condition of existing facilities, this project
would replace the locker room tile at the Palm Springs Swim Center.
RECOMMENDATION:
1. Adopt Minute Order No. approving and authorizing the City Attorney to
prepare an Agreement with Prestige Carpets and Tile, in the amount of $33,467
for replacing tile in the locker rooms at the Palm Springs Swim Center.
2.. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The existing locker rooms at the Swim Center are in need of renovation. In December of
2003, the City opened the Palm Springs Skate Park for public use. During the design
process for the Skate Park project the City envisioned upgrading existing facilities at the
Swim Center - either by remodeling the existing building or by constructing a new
building to service both the Skate Park and the Swim Center. Due to the high cost of
construction for the Skate Park, neither of these options were deemed affordable and
this portion of the work was ultimately removed from the overall project.
Staff recognized that the condition of the locker rooms would require this work to be
completed as soon as feasible, and funds were identified in the current fiscal year's
budget to proceed with this project.
The overall project consists of the complete replacement of all fixtures within the locker
rooms including sinks, toilets, urinals, benches, lighting, lockers, mirrors, stall partitions
and tile. Much of the materials necessary either have been or will be acquired through Item No. n . I .

the City's normal purchasing procedures. These materials and fixtures will be installed
by the City's Facilities Maintenance staff. One component that staff is not able to do
with in-house personnel is the complete replacement of all floor and wall tile.
Staff solicited quotes from local craftsman to provide the material and labor necessary
to replace the existing floor and wall tile. Despite the challenging construction
environment with few contractors interested in accepting small, less-lucrative public
construction work, staff was able to get bids from three firms to perform the tile work.
The bids received are as follows:
Prestige Carpets & Tile $33,467
Del's Flooring Contractors $38,680
Adobe Remodelers $44,000
Staff recommends City Council approve award of a contract in a form acceptable to the
City Attorney to Prestige Carpets & Tile in the amount of $33,467.
During the project staff realizes that there will be an inconvenience to swim center
patrons. The rest rooms located within the Pavilion building will be available for swim
center guests and deck showers will be installed to accommodate the pool pre-entry
rinsing requirements of the Department of Health. Work will be scheduled to begin as
soon as the schedule permits.

I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that this
Minute Order approving and authorizing the City Attorney to prepare an agreement with
Prestige Carpet and Tile in the amount of $33,467 for replacing tile in the locker rooms
at the Palm Springs Swim Center, was adopted by the City Council of the City of Palm
Springs, California, in a meeting thereof held on the 18th day of January, 2006.
