SUBJECT: AWARD OF IFB 11-08 FOR PALM TREE TRIMMING AT VARIOUS
LOCATIONS IN THE CITY OF PALM SPRINGS

SUMMARY
The City annually trims seed pods and fronds from City-owned palm trees in order to
maintain the health and appearance of the trees, as well as to reduce the need for
clean-up efforts caused by wind. This action would award a bid for the city-wide regular
trimming services necessary to carry out the annual palm tree maintenance program.
RECOMMENDATION:
1. Award a contract for Bid (IFB) 11-08, Palm Tree Trimming at various locations in
the City of Palm Springs to Padilla Tree Service, of Cathedral City, CA based on
unit prices per tree for a projected cost of$62,051.00.
2. Authorize the City Manager to execute all necessary documents.
BACKGROUND:
In June, the City's Procurement Division worked closely with the Public Works - Parks
Division and issued Invitation for Bid (IFB 11-08) for Palm Tree Trimming. This IFB was
advertised in The Desert Sun, posted on the City's website, and notice sent to fourteen
firms. Eleven (11) bids were received, opened and read publicly in the Procurement
Office at the bid opening time and date of 3:00 P.M., July 6, 2011.

The lowest responsive, responsible bidder was locally based Padilla Tree Service, of
Cathedral City, CA in a total bid amount of$62,051.00.
STAFF ANALYSIS:
Annually, the City trims seed pods and fronds from City-owned palm trees at various
locations including the airport, convention center, parks, parkways, downtown, and
surrounding city government buildings.
Under the proposed scope of services the contractor will remove seed pods only from
approximately 1,245 trees at a unit cost of $7.25 per tree, both seed pods and fronds
from approximately 2,156 trees at a unit cost of $24.25 per tree, and pods, fronds, and
fruit from approximately 23 Date Palm trees at a unit cost of $32.25 per tree. The
request to award on the basis of unit price is made to facilitate adjustments, which are
normally required while work is in progress. Padilla Tree Service has a valid D-49 tree
trimming license and has provided the proper bid security.
FISCAL IMPACT:
Funds have been approved in the Fiscal 11/12 budget for palm tree trimming and are
available in the following accounts:
