Ready, City Manager BY: Police Department and Fleet Operations SUMMARY Each public safety vehicle must be appropriately outfitted with the necessary equipment to make it operable to perform the job functions of the vehicle operator. Since the vehicles do not come from the manufacturers with the unique specialized equipment required for Police activities, the City must send them to a vehicle outfitting shop to be converted based on our specifications. This action would give the authority to the City Manager to award the outfitting of the new replacement public safety vehicles without delay while the Council is in recess, based on the formal competitive bid process being conducted. RECOMMENDATION: 1. Authorize the City Manager to award and execute all necessary documents, including all purchase orders and associated contracts, in accordance with Procurement bidding procedures, while the City Council is in recess 7/21 thru 9/6 2011 to allow the outfitting of the new police vehicles in the amount not to exceed $90,000 to proceed without delay. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: On June 1, 2011 the City Council authorized the purchase of new replacement vehicles that included public safety units. Each Police vehicle must be appropriately outfitted with the necessary equipment to make it operable to perform the job functions of the vehicle operator. Since the vehicles do not come from the manufacturers with the unique specialized equipment required for Police activities, the City must send them to a vehicle outfitting shop to be converted based on our specifications. Due to the timing of the delivery of the vehicles and the competitive bid process for the outfitting, it was not possible to bring this for award before the City Council's summer ITEM NO.-2-51 - City Council Staff Report (July 20, 2011) —Page 2 (Outfitting of Public Safety Vehicles) recess. For reference, the previous bid for outfitting vehicles in 2009 resulted in unit pricing of $8,462 per Patrol vehicle, $9,407 per K-9 vehicle and $2,975 per Police Administration vehicle. Based on these 2009 prices, the outfitting for the current 11 new replacement vehicles (7 Patrol, 2 K-9, and 2 Admin)would have been $83,998. So as not to delay the outfitting process, Staff is requesting that Council authorize the City Manager to award and execute all necessary documents, including all purchase orders and associated contracts, in accordance with Procurement bidding procedures, while the City Council is in recess. FISCAL IMPACT: Funds for the outfitting of vehicles were appropriated and are available in the current 11/12 fiscal year budget 510-5475-50015 (Specialized Equipment) $25,711.00 and 510- 5475-50020 Fleet Motor Vehicle MVR (Motor Vehicle Replacement) $64,289.00. u -' , A rani David H.
