QpALM sp,P iy G v m City Council Staff Report DATE: September 7, 2011 CONSENT CALENDAR SUBJECT: TIME LIMITED PARKING IN VICINITY OF DESERT REGIONAL MEDICAL CENTER FROM: David H. Ready, City Manager BY: Public Works and Engineering Department SUMMARY Approval of this resolution will establish 3 hour time limited parking zones from 7am - 7pm on Paseo El Mirador, Mel Ave and Via Miraleste, in the vicinity of Desert Regional Medical Center. RECOMMENDATION: 1. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA ESTABLISHING 3 HOUR TIME LIMITED PARKING ZONES FROM 7AM-7PM ON PASEO EL MIRADOR, MEL AVE AND, VIA MIRALESTE IN THE VICINITY OF DESERT REGIONAL MEDICAL CENTER. STAFF ANALYSIS: The Desert Regional Medical Center is nearing completion on a new parking lot with approximately 285 spaces. This parking lot is for the use of hospital and medical center employees. In order to encourage the use of the lot, hospital management staff in conjunction with the El Mirador neighborhood association is proposing 3 hour time limited parking from 7am-7pm. The following streets are included: 1.) West side of Via Miraleste from the Plant Operations Parking lot to Tachevah Drive. 2.) Both sides of Paseo El Mirador from Via Miraleste to 1/8 mile east. 3.) South side of Mel Ave from Via Miraleste approximately 825' west to the boundary of the condominium development. North side of Mel Ave from the driveway just east of the new parking lot approximately 475' west to the east property line of 280 E. Mel Ave. ITEM NO. k_ __ City Council Staff Report (September 7, 2011) — Page 2 (Time Limited Parking Zones) In accordance with Chapter 12.32.010 Palm Springs Municipal Code (PSMC), in order to establish Time Limited Parking in an area such as this, Council must establish by resolution the area as a Time Limited Parking area. The Public Works Department will, subsequent to the adoption of the resolution, sign the area for 3 Hour Parking. FISCAL IMPACT: The cost for installing signs will be approximately $1,500. David J. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS CALIFORNIA, ESTABLISHING 3 HOUR TIME LIMITED PARKING ZONES FROM 7AM-7PM ON PASEO EL MIRADOR, MEL AVE AND VIA MIRALESTE IN THE VICINITY OF DESERT REGIONAL MEDICAL CENTER. WHEREAS, a parking lot has been established for use by staff of the Desert Regional Medical Center, and WHEREAS, City Council finds that said staff are most appropriately parked in the parking lot rather than on the adjacent residential streets; and WHEREAS, Mel Ave, Paseo El Mirador and Via Miraleste during the day have been heavily used by staff of the Desert Regional Medical Center for parking; and WHEREAS, City Council finds and El Mirador neighborhood concurs that time limited street parking will encourage use of the parking lot and reduce street parking by Desert Regional Medical Center Staff. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. THE CITY COUNCIL HEREBY ESTABLISHES 3 hour parking time limits from 7am-7pm on: 1.) West side of Via Miraleste from the Plant Operations Parking lot to Tachevah Drive. 2.) Both sides of Paseo El Mirador from Via Miraleste to 1/8 mile east. 3.) South side of Mel Ave from Via Miraleste approximately 825' west to the boundary of the condominium development.
