SUBJECT: PURCHASE MOBILE PASSENGER BOARDING RAMP

SUMMARY
This action will award the purchase of one new Mobile Passenger Boarding Ramp for
use at Palm Springs International Airport.
RECOMMENDATION:
1. Award the purchase of 1 (one) Mobile Passenger Boarding Ramp, Model #BAR
2033 FB, from Keith Consolidated Industries, Inc. of White City, OR in the
amount of$53,899.73, inclusive of delivery and all applicable taxes.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS
Airport staff has identified the need to purchase 1 (one) mobile Passenger Boarding
Ramp for utilization by the Airport's airline tenants. The Bono Concourse is the only
building at the airport that has passenger boarding bridges which allow travelers to walk
from the structure to the aircraft. Because of the addition of Frontier Airlines, which is
beginning new Denver service in November, and several other air carriers increasing
seating capacity at the airport this season, all eight gates on the Bono Concourse are at
peak times fully utilized. Because of this utilization situation, and the need for some
airlines to consolidate their gate operations, more of the larger sized jet aircraft will be
utilizing the new Regional Concourse. This concourse only loads from ground level and
typically serves the smaller regional jets. In order to allow the larger jets to utilize the
regional concourse and efficiently enplane and deplane passengers, including those
that require wheel chairs, it is necessary to provide the appropriate mobile boarding
ramp to accommodate this service.

Purchase Mobile Passenger Boarding Ramp
The unit requested in this action will accommodate the range of different medium sized
aircraft and can be adjusted to the sill height of the various cabin doors. The units are
elementary in use and are made with gradually sloping ramps, instead of stairs, to
easily accommodate wheel chairs. The units can be maneuvered by a few ground
personnel and require no electricity or engines to operate.
Pursuant to Municipal Code Section 7.09.010, the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program provided the vendor was selected through a
competitive process. Staff researched recent mobile passenger boarding ramp bids
nationwide and found that the desired model was competitively bid and awarded to
Keith Consolidated Industries (KCI) by the Westchester County Airport of New York via
their RFB-WC-10258. KCI is offering PSP the same pricing under this cooperative
purchase agreement and, as such, the Procurement Manager finds that the competitive
process conducted by Westchester County Airport is sufficient to protect the public
interest and that the total cost of the mobile passenger boarding ramp is likely to be less
than could be obtained by conducting an independent City process at this time. It also
expedites the City's ability to receive the ramp and have it in service in time for the
upcoming busy travel season.
FISCAL IMPACT
The unit will cost $53,899.73, inclusive of delivery and applicable tax, and funds are
available from the airport account 416-6501-50000.
