SUBJECT: AWARD CONTRACT FOR AIRPORT PERIMETER FENCE
IMPROVEMENTS, FAA AIP 3-06-0818-048-2012

SUMMARY
This action would award the construction contract for the Airport Perimeter Fence
Improvement Project, FAA AIP 3-06-0818-048-2011, and amend the original FAA grant
acceptance motion to reflect the actual bid amount.
RECOMMENDATION:
1. Award the construction contract for the Airport Perimeter Fence Improvement
Project AIP 3-06-0818-048-2011 in the amount of $2,741,240.00 to the lowest
responsive bidder, C.S. Construction of Phoenix, AZ.
2. Approve FAA AIP Grant Acceptance amount of$2,741,240.00.
3. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS
Consistent with the recommendation of the Airport Commission last fall, City Council
authorized the acceptance of FAA Grant No. 47 for the design of an Airport Perimeter
Fence Improvement project. Pursuant to 7.03.040 of the Municipal Code, Council
approved the plans and specifications for this project on July 6, 2011 as designed by
RS&H, and authorized the formal bid process. The Procurement Division posted and
distributed the Notice Inviting Bids on August 4th, advertised the bid on August 5th and
12th, held a Pre-Bid conference on August 16th and received five (5) bids by the
September 7th bid closing date and time, of which three (3) were determined non-
responsive due to bid errors after careful review by Procurement, the Project Engineer,
and the City Attorney. The responsive bids received are as follows:

C.S. Construction $2,741,240.00
Griffith Company $3,282,970.00
Based upon the above, C.S. Construction is the lowest responsive bidder with a total
bid amount of$2,741,240.00.
This project will include new state of the art security equipment that is specifically
designed to fortify the integrity of the entire airport property. Additionally, about two
miles of the airport's old fence line will be replaced and a new block wall will be
constructed on the terminal's North side to duplicate the existing wall on the South end.
Because the bids were higher than the original engineer's estimated amount, this action
must include Council Authorization to accept the additional funding from the FAA in
Grant No. 48, for a new total of$2,741,240.00.
FISCAL IMPACT
The Federal Aviation Administration will fund 95% of this $2,741,240.00 construction
contract obligation with an AIP 48 grant award. City funds to be expended will amount
to $137,062, which is 5% of the total bid price, and these funds are available in account
416-6401-56122/56123.
