HomeMy WebLinkAbout10/5/2011 - STAFF REPORTS - 2.H.Citv Council Staff Renort DATE: October 5, 2011 CONSENT AGENDA SUBJECT: AUTHORIZE THE PURCHASE OF ELEVEN (11) MOTOROLA MOBILE RADIOS FOR POLICE PATROL AND UNDERCOVER VEHICLES FROM: David Ready, City Manager BY: Police Department TAINFIRM It is recommended that the City Council authorize the purchase of eleven (11) Motorola mobile radios for the Eastern Riverside County Interoperable Communication Authority (ERICA) system for Police patrol and undercover vehicles using grant funds. RECOMMENDATION: 1. Authorize the sole source purchase of eleven (11) Motorola mobile radios for the Eastern Riverside County Interoperable Communication Authority (ERICA) system for Police patrol and undercover vehicles from Motorola Solutions, Inc. of Schaumberg, IL in the amount of $59,911.55 inclusive of all applicable taxes and shipping. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: On July 7, 2010, the City Council accepted reimbursable grant funding from the Riverside County Anti -terrorism Approval Authority (ATTA) to fund the purchase of mobile radios for the Eastern Riverside County Interoperable Communication Authority (ERICA) in the amount of $60,000 to be used by the Police Department. Now that the ERICA system is in place and operable, the Police Department is requesting approval to make the sole source purchase of the mobile radios direct from Motorola Solutions, Inc. Grant funding is sufficient to purchase nine mobile radios for ITEM NO. _2A- City Council Staff Report October 5, 2011 — Page 2 Purchase Motorola mobile radios for ERICA patrol vehicles and two radios for undercover vehicles. The total purchase price, including required mounting, antenna hardware, and applicable taxes and shipping is $59,911.55. Pursuant to Section 7.04.020 of the Municipal Code, a purchase may be awarded without competition when there is only one source for the required item. For the new ERICA system from Motorola, the mobile radios that are compatible with the system are currently only available directly from Motorola Solutions, Inc. and may not be procured via a competitive bid process at this time. As such, after good faith efforts were conducted and it has been confirmed by Motorola, staff is requesting a sole source award for the purchase of these grant funded radios. FISCAL IMPACT: All of the money used for this purchase will come from the reimbursable Riverside County Anti -terrorism Approval Authority (ATTA) grant. No General Fund money will be used.
