The total grant amount will be $29,279 and the total purchase will be $76,079.97. RECOMMENDATION: 1. Accept $29,279 in grant funding from the United States Bureau of Justice Assistance. 2. Authorize the purchase of sixteen (16) Dell Latitude E6420 XFR Ruggedized laptop notebook computers with corresponding Dell Mobile Docking Stations and Multimode Combo antennas from Dell Corporation via the Western States Contracting Alliance Cooperative Purchase Agreement WN99ABZ in the amount of $76,079.97. 3. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Police Department uses notebook computers for officers to write police reports (paperless system), to access state and local databases, and also to receive emergency calls for service, as mobile data terminals. The City Council recently approved the renovation and upgrade of our Downtown video surveillance system and that project is currently underway. One of the aspects of this new technology is the ITEM NO. 'A City Council Staff Report October 5, 2011 -- Page 2 Accept $29,279 in BJA Federal Grant Funding and Purchase 16 laptops ability to stream live video feeds from the cameras to the mobile data computers in the police cars. The Police Department tested Dell Ruggedized Notebook Computers and Dell Mobile Docking Stations along with external Multimode Combo Antennas and has already implemented some of these units in the field through prior purchases. This purchase will be used to replace sixteen (16) current slow, obsolete notebook computers with new modern computers to match the existing new equipment and will be partially funded by the Bureau of Justice Assistance grant. Ruggedized laptop computers were chosen for their ability to withstand the unique stresses to which they are subjected in a police patrol vehicle. Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other cooperative purchasing program with a public entity or association of public agencies. Dell Corporation holds a competitively bid government contract with the Western States Contracting Alliance (WSCA), a cooperative government purchasing alliance utilized by public agencies to acquire supplies and services. Pursuant to the requirements of Section 7.09.010, the utilization of WSCA cooperative purchase contract #WN99ABZ with Dell is in compliance and adequately protects the public interest for the acquisition of the requested computer equipment. FISCAL IMPACT: The $29,279 in Bureau of Justice Assistance Federal Grant funds plus $46,800.97 from Accounts 120-3012-43929 (Asset Forfeiture) and 261-3201-52089 (Supplemental Law Enforcement Services Grant Fund).
