SUBJECT: APPROVE PURCHASE OF REPLACEMENT VEHICLE FOR FIRE
DEPARTMENT

SUMMARY
On February 8, 2006, an on-duty Fire Battalion Chief was involved in a traffic collision
that resulted in the total loss of the specially equipped Ford Expedition. Current policy
calls for the immediate replacement of a vehicle that has been classified a total loss.
On February 9th, the Procurement Division issued a Request for Quotations (RFQ) to
nine Ford dealerships throughout Southern California. This action would award the
purchase to Kearny Mesa Ford -- the lowest, responsive, responsible bidder.
RECOMMENDATION:
1. Adopt Minute Order No. awarding RFQ 2006-24 to Kearny Mesa Ford
for the purchase of a new 2006 Ford Expedition 4x4 XLT for the Fire Department
in the amount of $33,777.60
STAFF ANALYSIS:
On February 8, 2006, the on-duty Fire Battalion Chief was involved in a traffic collision
at Farrell and Vista Chino while in route to a major vehicle accident on Highway 111
near Windy Point. Although no one was seriously hurt in the accident, the Fire
Battalion Chiefs vehicle was a total loss.
This vehicle is unique to the fleet as it is specially outfitted with equipment for
emergency response and is assigned to 24 hour per day usage by the on-duty Battalion
Chief. The totaled vehicle was a 2005 Ford Expedition 4x4 XLT that was put into
service last March. It appears that all of the special equipment will be salvaged and
can be installed on the replacement vehicle.

Purchase of Replacement Vehicle for Fire Dept.
The Procurement and Contracting Division solicited competitive quotes from nine Ford
dealerships for either a 2005 or 2006 model that was available for immediate delivery to
accommodate the urgent need for a replacement. A total of seven dealerships
responded to the City's RFO. The results were as follows:
Kearny Mesa Ford $33,777.60
Rancho Ford $33,952.16
Villa Ford $34,381.00
Raceway Ford $34,705.33
Fairway Ford $35,414.32
Pearson Ford $35,565.40
Fairview Ford $36,296.80
Kearny Mesa Ford, located in San Diego, was the lowest, responsive and responsible
bidder. Staff is recommending that the City Council approve the purchase of the
replacement vehicle from Kearny Mesa Ford in the amount of$33,777.60

this Minute Order awarding RFQ 2006-24 to Kearny Mesa Ford for the
purchase of a new 2006 Ford Expedition 4x4 XLT for the Fire Department in
the amount of $33,777.60, was adopted by the City Council of the City of
Palm Springs, California, in a meeting thereof held on the 15T" day of
February 2006.
