SUBJECT: APPROVE VEHICLE OUTFITTING FOR POLICE DEPARTMENT

SUMMARY
On September 21, 2005 via Minute Order 7722 City Council approved the purchase of
'16 Ford Crown Victoria police patrol vehicles from Fritts Ford of Riverside. These
vehicles are scheduled to arrive within the next several weeks. Once received the
vehicles require outfitting to furnish and install a variety of equipment and electronic
components in order to make the vehicle ready for police operations. The Police
Department desires to have the vehicles outfitted by Woodcrest Vehicle Center of
Riverside. The cost of the equipment and integration services is $8,783.10 per vehicle
and the total expenditure required for the 16 vehicles is $140,529.60.
RECOMMENDATION:
1. Adopt Minute Order No. waiving the competitive requirements of the
Municipal Code and approving the purchase of equipment and integration
services for 16 police patrol vehicles from Woodcrest Vehicle Center in the
amount of$140,529.60.
STAFF ANALYSIS:
Once received from the manufacturer, police patrol vehicles require a considerable
amount of outfitting in order to place the vehicle in service. The outfitting consists of
acquiring and installing a variety of equipment and devices required for police
operations. Examples of such equipment include light bars, sirens, push bars, prisoner
cages, gun mounts and computer mounting devices.
After seeing vehicles that were outfitted by Woodcrest Vehicle Center for the Riverside
County Sheriff's Department, Police Department staff desires that the 16 new patrol
vehicles be outfitted similarly for the City by Woodcrest.

t For expenditures over $100,000, the City's Municipal Code requires a formal, advertised
competitive solicitation via either an invitation for bids or a request for proposals (formal
negotiated procurement).
The Police Department is requesting that City Council waive the requirement for a
competitive solicitation and approve the purchase of equipment and integration services
from Woodcrest.
The ability of a firm to integrate the variety of equipment utilized in police patrol vehicles
is critical to the vehicle's ability to perform on the street. Woodcrest Vehicle Center
currently outfits police vehicles for the San Bernardino County Sheriff's Department
(SBSD) and the Riverside County Sheriff's Department (RCSD). They have outfitted in
excess of 200 vehicles for SBSD with outstanding results and comments from both
Sheriff's Department staff.
Woodcrest's technology and workmanship specifically in cabling and connections is
cutting edge technology far exceeding our current vendors capability.
Currently, our vehicles have to be taken to and picked up at our current vendor in San
Diego. Woodcrest is conveniently located in Riverside and will reduce turn around time
for placing police vehicles in service.
According to Fleet Management, the quoted price is in line with previous bids. For
example, our last new vehicle outfitting cost $9,000 per vehicle.

the City Council of the City of Palm Springs, California, in a meeting thereof held on the
'I5th day of February, 2006.
