SUBJECT: DISCUSSION OF PROPOSED MODIFICATIONS TO THE VILLAGEFEST
RULES TO ALLOW DOWNTOWN AND UPTOWN MERCHANTS TO
PARTICIPATE AS VENDORS IN VILLAGEFEST

SUMMARY
The VillageFest Board has completed a comprehensive review of the VillageFest event
and evaluated its Rules and Regulations. Through this process the Board, by a unanimous
vote at the November 8, 2011, meeting, has identified revisions to the Rules and
Regulations regarding the "Retail Merchant Vendor" category of VillageFest vendors as
follows:
1. Revise the Retail Merchant Vendor category by expanding the boundaries in which
merchants are defined as Retail Merchant, Vendors, to the boundaries of the
"Business Improvement District."
2. Allow the sale of products (at VillageFest)which are representative of the products
for sale at the vendors' stores with the understanding that the VillageFest Board
reserves all rights to determine items acceptable for sale at VillageFest.
RECOMMENDATION
1. Approve the expansion of the boundaries from within which the VillageFest Retail
Merchant Vendor category is defined to the boundaries of the Business
Improvement District (BID).
2. Approve VillageFest Retail Merchant Vendors sale of products which are
representative of the products for sale in their stores.
3. Reject the VillageFest Board's proposal to reserve the rights to determine items
acceptable for VillageFest when those items are being presented for sale by a
Retail Merchant Vendor and are representative of that Vendors products in its
store.
4. Direct staff to prepare revisions to the VillageFest Rules and Regulations which
reflect the changes as directed by the Mayor and Council.

Villagefest Rules
ANALYSIS
In its 20th year, VillageFest remains a unique event which weekly provides thousands of
Palm Springs residents and visitors with a special reason to visit Downtown to shop and be
entertained. While VillageFest's success is clear and recognized throughout the Coachella
Valley and southern California, the Board has carefully evaluated ways to keep the event
fresh and growing.
Staff supports the VillageFest Board's recommendations to expand the Retail Merchant
Vendor boundaries and permit those merchants within the new boundaries to be able to
sell products at VillageFest which represent the products which can be found for sale at the
merchants' stores in Downtown Palm Springs. Staff believes this will expand the
VillageFest "market" without challenging the unique, special qualities and attraction of
handcrafted merchandise.
Staff, however, does not believe that the merchandise/products of the Retail Merchant
Vendors require normal VillageFest Board review, so long as the products represent
products which are regularly available at the merchants' stores in downtown Palm Springs.
FISCAL IMPACT
Staff believes the fiscal impact will be positive with the addition of new vendors to
VillageFest.
