SUBJECT: APPROVE CONTRACT AWARD FOR AIRPORT TERMINAL CARPET
CLEANING SERVICES

SUMMARY
This action will award a contract for the carpet cleaning of the Airport's main terminal
building public areas.
RECOMMENDATION:
1. Approve the award of a Contract Services Agreement for Airport Carpet
Cleaning, as specified in Invitation for Bid #12-03, to Sierra Aviation Group of
Rancho Cucamonga, California, in the amount of $27,880 per annum for three
(3) years, with two (2) one (1) year renewal options, subject to a CPI increase.
2. Authorize City Manager, or his designee, to execute all necessary documents.
STAFF ANALYSIS
The Airport's main terminal has approximately 76,000 of public carpeted space that
requires repetitive cleaning in order to keep up with the hundreds of thousands of
passengers and luggage that traverse it each year. The Department of Aviation has
historically relied on a commercial carpet cleaning firm to effectively handle this
important floor maintenance issue. All of this work is conducted during the early
morning hours when there is no flight activity to avoid disruption to the airport
operations.
The Procurement and Contracting Division worked closely with the Department of
Aviation to develop a specification for commercial grade carpet cleaning services and
then conducted a formal solicitation through Bid # 12-03. The bid was publicly
advertised, posted to the City's website, and notices distributed directly to eleven (11)

interested parties. Five (5) providers responded and the results of the bid are tabulated
below:

The bids were reviewed and qualified, and staff recommends the award of the contract
to Sierra Aviation Group at the cost of $27,880 per annum fixed for the first three (3)
years and subject to a CPI increase in the two (2) one (1) year optional renewals.
FISCAL IMPACT
There are funds available and are budgeted in account 415 6200 43050. Last year the
Airport expended approximately $60,000 for carpet cleaning, so there will be a savings
of over 50% with this new contract. Over the course of five (5) years, the savings will be
about $150,000. Staff will be monitoring the caliber of the services very closely to
ensure that the quality meets the specifications set forth in the bid and the Airport
maintains it clean and comfortable atmosphere.

Enclosed please find Sierra Aviation Group's proposal to provide carpet cleaning services for the Palm Springs
International Airport The proposal contains the required documentation on Bid forms supplied by the Procurement
and Contracting Office as well as a Cashier's Check in the amount of$12,000 to satisfy the bid bond requirement.
Sierra Aviation has been providing the carpet cleaning services for Ontario International.Airport since October,
( 1998. We currently clean all the carpeted areas in the two terminal buildings (approximately 88,000 square feet)
{ providing spotting and vacuum service on a daily basis as well as quarterly extraction and dry cleaning as outlined
by the City of Los Angeles maintenance frequency. The service is provided at the City of Los Angeles owned
facility through the Consortium of Airlines represented by the Ontario Airline Managers Association(OAMA). I
have included the name and contact information for the Chairman of the OAMA in the bidder's reference list as well
as other businesses for which we provide janitorial services.
Sierra Aviation has been conducting business at the Palm Springs International Airport since 2002 and qualifies
under the Local Preference Ordinance 1756. We have a solid management team in place and are active in the
j community. We value our commitment to the airport and the passengers it serves. Should we be awarded the
contract,we have a large number of trained and experienced individuals ready to assist during the transition from the
current vendor.
I have provided information on the equipment and the GS-Certified chemicals we intend to use in our carpet
maintenance program following the parameters required in the Invitation for Bid.
