Rather, I ask that you support the sensitive restoration of this important, and historic, civic building" What is historical in Palm Springs attracts a lot of people and it would be criminal to erase the history of this fine place and the romance. As we have previously asserted, a sensitively restored historic building in this important location will further enliven the downtown and will attract residents and tourists alike. To that end,we would ask that the current city plan be modified to reconstruct important elements of the original interior(e.g.,the central desk)and be modified to retain as much of the original book shelving as possible. These modifications are not only consistent with the library's new programmatic direction but are consistent with the city's own historic resources and sustainability programs. For example,by refurbishing(rather than demolishing)the shelving,the city can: •Achieve much lower costs compared to the proposed interior"design/build"approach • Preserve the historical accuracy of the library's interior and retain its"sense of space" • Reuse existing materials in a sustainable manner We have significant architectural and preservation expertise available on our board of directors and advisors and within our membership. Ready, City Manager BY: Owner's Representative SUMMARY Staff will present an update on the revised renovation plan for the Welwood Murray Memorial Library, and the City Council will consider the staff request to proceed with next steps in the renovation process. RECOMMENDATION: 1. Approve the Welwood Murray Memorial Reference Library and Visitor Information Center Programs and Services. 2. Approve the Welwood Murray Memorial Library Renovation Project Program. 3. Authorize staff to enter into professional services contracts with Infotox and AAA Lead Consultants for asbestos and lead paint abatement monitoring, each not to exceed $14,000. 4. Authorize staff to enter into a professional services agreement with MRC Engineers for the design and construction administration of new electrical and mechanical systems not to exceed $40,000 (this firm was part of the original design team chosen for Welwood based on an RFQ process). 5. Authorize staff to utilize a design/build approach for the addition of a new restroom to the facility as outlined in the Procurement Ordinance. 6. Authorize staff to enter into a profession services agreement with an interior design firm to develop interior materials and furniture layout in an amount not to exceed $25,000. 7. Authorize the City Manager to execute all necessary documents. ITEM NO. 4'A' City Council Staff Report January 4, 2012—Page 2 Welwood Murray Memorial Library Renovation STAFF ANALYSIS: The last action by the City Council on this project was to deny the proposed addition to the rear of the structure and to return to a renovation of the structure, staying within the existing footprint of the Welwood Murray Memorial Library. For the last several months staff has been working on simultaneous tracks to carry out work on the project related to stabilizing the structure from further deterioration and re-evaluating the long term uses for the building. On the Stabilization Track: (i) The large the patio trellises that were dragging on the roof have been trimmed and the roof has been cleaned of almost a foot of debris. The roof was then water tested to locate leaks. No leaks were located and it was determined that the debris build-up on the roof was preventing the rain water from reaching roof drains and the water was finding its way over the front fascia and into the plaster thus creating the leaking that had occurred. (ii) The HSPB was approached for approval to replace the rear set of doors that provide ADA access to the structure as they were substandard and suffering from dry rot. Following HSPB approval the work was bid out and the doors were replaced with compliant doors to match the existing doors on the rear of the building. (iii) Staff is working to have the old carpet removed from the structure. On the Long Term Use Track: Staff, working with the City Council Subcommittee, recommends revised programs and services that would be offered at the facility once it re-opened. Specifics of the programs and services are as follows: WELWOOD MURRAY MEMORIAL REFERENCE INFORMATION LIBRARY AND GIFT SHOP PROGRAMS AND SERVICES Reference Library • Transfer a portion of the main Library's "reference use only" Palm Springs local history collection to the Welwood. • Transfer the "Prickly Pear" (recorded oral history of pioneers and important civic leaders) DVD series to Welwood for use via computer. • Transfer the main Library's genealogy "reference use only" collection to the Welwood. 02 City Council Staff Report January 4, 2012—Page 3 Welwood Murray Memorial Library Renovation • Provide a location within the building for the Welwood's Desert Sun collection, condition permitting. • Through partnerships with groups such as the Historical Society, Auga Caliente Band of Cahuilla Indians, the Palm Springs Art Museum and Palm Springs Tourism, showcase and or house limited collections of photos and other Palm Springs historical materials. • Provide public computers with Internet access and link to the main Library. • Provide small collection of non-circulating local and popular newspapers and magazines. "The Welwood" a Gift Shop • Modeled after high-end, successful library gift shops such as: Palos Verdes Library District Gift Shop and the Los Angeles Public Library gift shop etc., establish a small high-end, quality shop specializing in reading, writing, technology, and art merchandise making Welwood a revenue generating enterprise. Meeting Room/Exhibit Space • Small meeting room for group meetings and speakers. • Rotating exhibits from groups such as the Art Museum, Agua Caliente Museum, Historical Society, etc. Assumptions • Working partnerships for the Welwood would be developed with organizations such as the Historical Society, the Tribe and Tribal Cultural Museum, Palm Springs Art Museum and Palm Springs Tourism. • No materials would circulate. Once the Programs and Services to be provided is approved then further modifications to the building will be required before the building will be suitable for public occupancy. The proposed renovation effort would be as follows: WELWOOD MURRAY MEMORIAL LIBRARY RENOVATION PROJECT PROGRAM • Demolish and remove all of the existing shelving and cabinetry in the facility. • Carry out the full abatement of asbestos and lead paint in the facility (This will include the complete removal of the ceiling in the main building). • Conduct analysis and replacement design of the electrical and mechanical systems in the building with the sub consultants that were part of the original design team for the original project. 03 City Council Staff Report January 4, 2012—Page 4 Welwood Murray Memorial Library Renovation • Bid out and replace the electrical and mechanical systems in the building, to include flexible ceiling lighting that will allow for exhibits to be installed throughout the building. • Carry out the original demolition plan work as shown on the Exhibit 1 to this report. • Design and construct a single uni-sex ADA accessible restroom to be located adjacent to the ADA access point to the building, see Exhibit 2 to this report. • Design and install a new ceiling to match that which was removed as part of the asbestos abatement program including replacement of the existing wood crown molding that was removed. • Paint the exterior window, door and fascia trim to match the existing reddish brown color. • Design new interior color pallet including paint, flooring and ceiling materials for approval by HSPB and City Council Sub-committee • Bid and complete the interior work for the facility. In order to carry out the work outlined above staff will need the assistance of asbestos and lead paint monitoring firms. It is proposed that the two firms that conducted the asbestos and lead paint analysis of the structures be retained to prepare the abatement specifications and provide abatement monitoring. To complete the evaluation and design of new electrical and mechanical systems it is proposed that the sub-design firm included in the original competitive RFQ process for the project design contract, Ralph Raya MRC Engineers, be contracted with for this design work and the subsequent electrical and mechanical systems construction administration. For the restroom addition it is proposed that the City utilize a design/build process as outlined in the Procurement Ordinance. For interior materials and colors as well as furniture selection a local interior design firm will be contracted with under the City Manager's authority. FISCAL IMPACT: The estimated cost of the renovation project could range between $600,000 and $800,000 (detailed costs will be provided to Council for final approval at time of bid opening) has occurred. The current balance in the Welwood Capital accounts 261-1395-65224 and 261-1395- 65226 is $672,444. Additionally, furniture and fixture costs are estimated to cost between $100,000 to $150,000 and will be presented to Council for approval at a later date. The initial annual operating costs are estimated to range between $300,000 and $350,000.
