This issue is of significant interest to the elected leadership of the City of Palm Springs who,along with numerous nearby residents, have raised concerns about the amount of noise this activity generates. I would appreciate your assistance in gaining a clearer understanding of the need for such training activity at non-military airports and potential alternative sites for such training, and I respectfully request that you provide answers to several questions I have regarding this matter. According to a recent news report,298 military aircraft operations—takeoffs and landings — occurred at the Palm Springs International Airport in October of this year. This is a total of 1,853 operations so far this year and translates to nearly 650 more than the same period last year. Mr. Secretary,why have aircraft operations at PSP increased so dramatically from last year?Are there other training options or sites available to the military?Are there precautionary steps that the military, PSP, or nearby residents can take to reduce the noise? Would a reduction in such training have a negative impact on military readiness? It seems this committee is looking for ways to reduce the military jet noise by possibly providing double-pane windows and other soundproofing improvements for residences near the airport.
