STAFF ANALYSIS:
On January 4, 2006 City Council awarded a construction contract to Yeager Skanska,
Incorporated for the Mesquite Avenue Improvement Project. A portion of that project
includes storm drain work consisting of portions of Lines 21 and 22 of the City's Master
Drainage Plan. This work is funded from Drainage fees in account 135-4371-55008
(Central Zone Drainage Area). The funds in this account have been encumbered for the

construction costs of the storm drain, however, it is not accurate to charge the soils &
materials testing and city inspection related to the storm drain to the "Gas Tax" and
"Measure A"Accounts which are funding the remainder of the contract. Rather these costs
should also be funded through the Drainage Fee Account. Therefore it is proposed that
Drainage Fund Balance from the Central Zone Drainage Area be used in the amount of
$5,000 and placed in the expenditure account to charge costs forthis work associated with
the storm drain work on the Mesquite Avenue Improvement Project.
