Ready, City Manager BY: City Clerk's Department Department of Parks and Recreation SUMMARY The City Council will consider introducing an Ordinance increasing the number of members on the VillageFest Board from 5 to 7. VILLAGEFEST BOARD RECOMMENDATION: 1. Waive the reading of the Ordinance text in its entirety and introduce by title only. 2'. Introduce on first reading Ordinance No. , "AN ORDINANCE OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTION 2.22.010 OF THE PALM SPRINGS MUNICIPAL CODE INCREASING THE NUMBER OF MEMBERS ON THE VILLAGEFEST BOARD FROM FIVE TO SEVEN." STAFF ANALYSIS: In 2005 the City Council gave direction to review the criteria of the members of the VillageFest Board along with the number of the members appointed to the Board. 21.W. RESIGNATION OF JACCI TUTUNJIAN FROM THE VILLAGEFEST BOARD: The City Council requested the VillageFest Board review the criteria of their members and the number of members on the Board. ACTION: Accept with regret the resignation of Jacci Tutunjian from the VillageFest Board and direct staff to review the requirements and the number of members of the Board and return to the City Council. In late 2005 the City Council adopted Ordinance 1674 modifying the requirements for appointment to the Board. Staff has prepared an ordinance to facilitate increasing the Board from 5 members to 7. At its meeting on January 24, 2006, the VillageFest Board voted 3 to 2 to recommend to the City Council to increase the number of members on the Board from 5 to 7. AYES: Chair Danielson, Member Rosenberg, Member Romeo (first meeting). NOES: Vice-Chair Meredith, Member Karlstrom. While the Board was relatively split in their decision, those in favor generally felt that by increasing the number of members on the Board would enable the Board to be more productive, provide greater accomplishments, create more committees, and the ability for additional diversity/expertise on the Board. Those in opposition felt that the current members have never lacked for ideas, but not enough time to develop them with current staff, concerns about having a quorum, increasing the number of members has been tried before and complicated matters, and "red" tape by increasing the number of committees. AN ORDINANCE OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTION 2.22.010 OF THE PALM SPRINGS MUNICIPAL CODE INCREASING THE NUMBER OF MEMBERS ON THE VILLAGEFEST BOARD FROM FIVE TO SEVEN City Attorney Summary The Palm Springs Municipal Code currently establishes the number of members on the VillageFest Board at five (5) members. This ordinance increases the number of members on the Board from five (5) members to seven (7) members. The City Council of the City of Palm Springs ordains: Section 1. Section 2.22.010 of the Palm Springs Municipal Code is amended to read: 2.22.010 Created There is created a VillageFest board which shall exist as an advisory body of the city. It shall consist of seven members, serving without compensation, appointed in the manner prescribed in Section 2.22.020 of this code. All appointments to the board shall be for terms also as prescribed in Section 2.22.020 of this code. Section 2. The two new members established by this ordinance, shall serve for the initial term ending June 30, 2008. Section 3. The Mayor shall sign and the City Clerk shall certify to the passage and adoption of this Ordinance and shall cause the same, or the summary thereof, to be published and posted pursuant to the provisions of law and this Ordinance shall take effect thirty (30) days after adoption.
