TWO (2), CITY PROJECT NO. 05-19 From: David H. Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY On January 18, 2006, the City Council awarded a construction contract to Bond Blacktop, Inc., for the 2005/2006 Annual Slurry Seal, City Project No. 05-19. This project implements the annual maintenance of various City streets with application of a • slurry seal coat. A construction change order was previously issued to the City's contractor to add the City's corporation yard north parking lot and staging areas to the scope of the work included in this year's slurry seal. This proposed second change order adds or otherwise changes the current construction contract amount such that the cumulative change order amounts exceed $25,000 and require City Council approval. RECOMMENDATION: 1) Adopt Minute Order No. "APPROVING CONSTRUCTION CHANGE ORDER NO. TWO (2) TO AGREEMENT NO. 5219 WITH BOND BLACKTOP, INC., IN THE AMOUNT OF $11,346.74 FOR A TOTAL REVISED CONTRACT AMOUNT OF $411,684.59, FOR THE 2005/2006 ANNUAL SLURRY SEAL PROJECT, CITY PROJECT NO. 05-19;" and 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Public Works Department oversees the maintenance of the City's street system. City staff is recommending that the slurry seal proposed on Barona Road from Jacaranda Road to south end be eliminated from the contract due to the fact that Desert Water Agency recently completed installation of a new recycled waterline in Barona Road that required new pavement replacement and slurry seal. It is also recommended that a slurry seal of Carob Circle from East Palm Canyon Drive to East Palm Canyon Item No. 2 .A. City Council Staff Report March 8, 2006- Page 2 2005/2006 Annual Slurry Seal —Change Order 2 Drive be eliminated from the contract due to the fact that this street is a private street, which was inadvertently included in the City's listing of public streets; the City's pavement management system has subsequently been updated to address this fact. City staff is also recommending that a slurry seal of Barona Road from East Palm Canyon Drive to 508 feet south of East Palm Canyon Drive be added to the contract due to the fact that the Desert Water Agency recycled waterline project, recently completed in this area, required new pavement replacement, but no slurry seal of existing pavement. Adding a slurry seal of this segment of Barona Road will complete resurfacing of the entire segment of Barona Road south of East Palm Canyon Drive. Also, in 1999, the following three new public streets created by Tract 29135 were constructed and accepted by the City: Princess Lane, Tecopa Lane and Sultan Circle. It is recommended that these three public streets be added to the contract; the City's pavement management system has subsequently been updated to add these three streets into the inventory of public streets. Also, during construction of the previous annual slurry seal project, the development known as "48 @ Baristo" was under construction. This project's construction entrance and staging area was located on Arenas Road; therefore, the segment of Arenas Road from Sunrise Way to the west end adjacent to "48 @ Baristo" was deleted from last year's slurry seal contract. However, City staff coordinated with the developer of that project, and received a deposit of $1,821.25 from the developer for installation of the deferred slurry seal on Arenas Road. Lastly, City staff received correspondence from a materials supplier, Western Emulsions to install a new pavement coating called a "PASS" Scrub Seal application on a City street as a test site. This application is similar to a rubber chip seal application that exists on Ramon Road, Sunrise Way and Racquet Club Drive; however, instead of rubber coated chip, the pavement coating will have an emulsion coated chip. City staff is recommending installation of the application of this test case of the new pavement coating on Las Vegas Road from Eastgate Road to Granada Avenue. REASON FOR CHANGE: Deleted Portion: Desert Water Agency recently completed their project to install a recycled water line in Barona Road from ' .Jacaranda Road to the south end of Barona Road.Their project included pavement replacement of the trench and a slurry seal of the entire street segment. Carob Circle from East Palm Canyon Drive to East Palm Canyon Drive is a private street, and has been deleted from the City's public street inventory list. Added Portion: Desert Water Agency recently completed their project to install a recycled water line in Barona Road, which included pavement replacement of the trench, but not a slurry seal of the entire street segment. This affected the segment of Barona Road extending from East Palm Canyon Drive to 508 feet south.
