Ready, City Manager BY: Fire Department SUMMARY Chaffey College Foundation - Fire Technology Program has a need for a fire engine to provide training for local firefighters and students attending their Basic Firefighter Academy. In 2009 the City approved the removal of a 1990 Beck Tele Squirt fire engine from the fire department fleet. The surplus apparatus was scheduled for auction when the fire chief received a request for the donation of this apparatus by the Chaffey College Foundation. RECOMMENDATION: 1. Waive the surplus equipment bid and auction requirements of 7.07.020 (3) of the Municipal Code and approve the donation of the surplus 1990 Beck Tele Squirt, Equipment No. 1TS43R, to Chaffey College Foundation - Fire Technology Program. 2. Authorize the City Manager to execute all related documents. STAFF ANALYSIS: The Fire Chief received a request for donation of a fire engine from Chaffey College Foundation - Fire Technology Program in January 2012. The 22 year old vehicle was removed from the fire department fleet in 2009 and was scheduled for auction. This unit can no longer be utilized in the United States as a first response engine since it does not comply with NFPA 1901 (Standard for Automotive Fire Apparatus). ITEM NO. he City Council Staff Report March 7, 2012 - Page 2 Disposal of Miscellaneous Surplus The Fleet Maintenance Manager has estimated the surplus value of this vehicle at $4,999.00. The donation of this unit to the Chaffey College Foundation would provide an engine upon which to train students in pumping operations and hose evolutions. Staff recommends that the City Council waive the requirements for competitive bidding or public auction pursuant to 7.07.020 (3) of the Municipal Code and approve the donation of the surplus apparatus to the Chaffey College Foundation - Fire Technology Program. FISCAL IMPACT: While there may be a surplus value of $4,999.00 for this 22 year old fire engine at auction, it is anticipated that this action would better serve the students and future firefighter candidates by donating this vehicle to the Chaffey College Fire Technology Program. (1) The director shall establish additional guidelines as may be required governing: (a) The transfer of surplus property and operation of the surplus properly program; (b) The sale or disposal of surplus, unclaimed and seized property by public auction, competitive formal and informal bid, or other appropriate method designated by regulation including electronic auction; (c) The trade-in of surplus property for purchase of new equipment. (1) The director of procurement and contracting will operate a surplus property program for the purpose of receiving, storing,transferring or selling surplus property no longer needed by the city. (2) Departments shall use the property transfer form to request authorization to transfer property to another department, or to request the transfer of property into or from the surplus property program. (3) Surplus property no longer needed by any department shall be offered for sale through competitive bids or public auction. Sales by competitive bid will be conducted in accordance with Section 7.03.030(Competitive sealed bidding)or Section 7.03.060 (Small purchases),except that sale shall be made to the highest responsible bidder. (4) Unless otherwise provided, all proceeds from sale or auction of surplus property will be deposited into the city's general fund. Proceeds from sale of enterprise,federal, grant or other special designation property will be reimbursed, less prorated selling expenses to the appropriate fund,after completion of each sale.
