SUBJECT: AMENDMENT NO. 6 TO THE ALLOCATION POSITIONS AND
COMPENSATION PLAN 2005 - 2006

SUMMARY
This requested action would be the 6th Amendment to the Allocation Positions and
Compensation Plan for 2005 — 2006, resulting in the following Department of Aviation
organizational personnel changes: elimination of one (1) Assistant Director of Aviation
position; reclassifying the one (1) remaining Assistant Director of Aviation to increase
that position's responsibilities; reclassifying the Contracts & Leases Manager to Asset
Manager to better reflect that position's duties; reclassify the Accounts Specialist II to an
Accounts Specialist III for greater bookkeeping flexibility; create one (1) additional
Airport Operations Specialist position for 2417 coverage. These actions will not increase
the current authorized staffing level at the Airport, but will result in a budget savings of
approximately $36,000 annually ($11,000 in the current fiscal year).
RECOMMENDATION:
1. Approve Resolution No. A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PALM SPRINGS APPROVING
i AMENDMENT #6 TO THE ALLOCATED POSITIONS AND
COMPENSATION PLAN, ADOPTED BY RESOLUTION 21284.
2. Authorize the City Manager to execute all necessary documentation.

STAFF ANALYSIS:
Prior to September 2005, there were two Assistant Directors of Aviation, one primarily
responsible for administration functions and one primarily responsible for operations
and planning functions. The Assistant Director of Aviation — Administration, became
vacant in September 2005. In accordance with the City Manager's policy to review all
personnel attrition, several of the responsibilities of this position were reassigned by the
Director of Aviation to the remaining Assistant Director of Aviation.
Also, the position of Manager, Contracts & Leases has become vacant through
retirement. This particular job description has been expanded to require a greater
knowledge of business and finance issues as they relate to managing the Airport's
assets, developing Airport property and securing additional streams of revenue.
Further, the job description of the current Accounts Specialist II has been expanded to
include additional bookkeeping duties, increased interaction with federal and state
agencies regarding financial reporting requirements and record keeping.
Finally, to achieve better 24 hour shift coverage, a third Airport Operations Specialist
position will be added to cover all three shifts at the Airport, versus the current two
shifts. This allocation brings greater personnel experience during the midnight hours at
the Airport which will strengthen our oversight capacity.
jFISCAL IMPACT: IFinance Director Review:
Amendment No. 6 to the Allocation Positions and Compensation Plan for 2005 — 2006
will result in approximately $33,000 annual salary savings to the Airport budget
beginning FY 2006-2007. Salary savings for the remaining the FY 2005 — 2006 budget
will be approximately $11,000.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS APPROVING AMENDMENT #6 TO
THE ALLOCATED POSITIONS AND COMPENSATION
PLAN, ADOPTED BY RESOLUTION 21284
WHEREAS, an Allocated Positions and Compensation Plan was adopted June 8, 2005,
for the 2005-06 fiscal year by Resolution No. 21284; and
WHEREAS, the City Council desires to amend said Allocated Positions and
Compensation Plan.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. That the Allocated Positions and Compensation Plan for positions
in the City Service for fiscal year 2005-2006 is hereby amended as follows:
