SUBJECT: APPROVING THE EXTENSION OF THE GRANT FROM THE OFFICE
OF TRAFFIC SAFETY FOR DRIVING UNDER THE INFLUENCE
ENFORCEMENT AND COLLISION REDUCTION THROUGH MARCH 31,
2007.

SUMMARY
This is a request for council approval of a state grant extension through March 31, 2007
from the Office of Traffic Safety for "driving under the influence" (DUI) and 'collision
reduction" programs. Approximately $95,000 of the original $253,000 remains in the
expended grant balance.
RECOMMENDATION:
1. Adopt Minute Order No. Approving an extension to Agreement No. 4671
with the State of California, Office of Traffic Safety, extending the Driving Under
the Influence (DUI) Enforcement and Collision Reduction Project Grant through
March 31, 2007.
Authorize the City Manager to execute all necessary documents to extend the
Grant.
STAFF ANALYSIS:
In September 2002, the Police Department applied for funding through the State of
California Office of Traffic Safety for supplemental funds earmarked to increase
enforcement of laws pertaining to Driving Under the Influence, thereby reducing
collisions in the City of Palm Springs. In November of 2002 the State awarded the City
$253,000 to be used for DUI enforcement. The termination date for the current
agreement is March 31, 2006.

The Police Department has accomplished many of the grant objectives through
saturation patrols and DUI checkpoints, however, due to staffing limitations, a number of
the objectives have not yet been completed. Additionally, a portion of the original grant
was designated for paying personnel costs for assistance from allied agencies; yet, after
several attempts by staff, agreements with other agencies were not realized due to their
lack of capacity issues as well.
While efforts to combat DUI and related collisions have continued, there is
approximately $95,000 of unexpended funds remaining in our grant. As the department
has recently filled several position vacancies, we currently have additional trained
personnel available for this purpose. It is our intention to use the remainder of the grant
proceeds to stage at least two additional DUI checkpoints, and to pay overtime costs for
Police Officers and Community Services Officers to work additional shifts concentrating
on DUI enforcement.
The Police Department and City Manager recommend that Council approve the extension
of the agreement period to March 31, 2007.

No net fiscal impact to the General Fund. Grant funds of $9jr 0 remain unexpended
and will be used to pay for DUI enforcement program costs.

The Palm Springs Police Department is dedicated to reducing the number of traffic collisions through
proactively conducting DUI patrol saturation and DUI checkpoints. The goals of this program are the following:
reducing the number of total fatal and injury collisions, reducing impaired-driving fatal and injury collisions,
increasing the number of DUI arrests, and obtaining a reduction of traffic offenses through increased issuance of
citations for hazardous violations. This will be accomplished by the use of overtime to deploy Palm Springs
Police Department skilled officers and allied agencies' officers on duty during high-risk times to enforce traffic
laws. The department will also work with the community and media to promote traffic safety education. The
sergeant supervising the Traffic Unit will compile statistical information and oversee the program to ensure that
objectives are met. Further, the Department will continue to work collaboratively with 29 other law
enforcement agencies in Riverside County as part of the OTS funded "Avoid the 30" campaign.
