Ready, City Manager By: Director of Public Works/City Engineer SUMMARY: Currently, the City of Palm Springs holds regular events in the roadway in the downtown business district. Many of these events invite pedestrians to congregate in the roadway. The current method for closing the roadway during these events is to place metal and wood barricades across the road. This method conforms to standards for construction zones but does not provide protection from errant vehicles that might run out of control. RECOMMENDATION: 1) Adopt Minute Order No. "APPROVING THE PURCHASE OF REMOVABLE BOLLARDS FROM CREATIVE, PIPE, INC. IN THE AMOUNT OF $50,121.73 TO BE INSTALLED FOR VILLAGEFEST AND SPECIAL EVENTS IN THE DOWNTOWN AREA, CITY PROJECT NO. 05-25." 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: On July 16, 2003 there was a traffic collision at the intersection of Arizona Ave and Fourth Street in Santa Monica. As a result of the traffic collision a motorist entered the Santa Monica Certified Farmers Market striking and killing 10 people and injuring 63 additional people. Legal action resulted and the National Transportation Safety Board (NTSB) investigated the collision and has made recommendations to the Federal Highway Administration and to the City of Santa Monica. It was recommended by the NTSB that Santa Monica install rigid barriers to provide a physical barrier to errant vehicles entering the market. Specifically in the NTSB's report they make mention of bollards as a method of protecting the event. Item No. n . AA' . City Council Staff Report Removable Bollards, CP#05-25 Page 2 VillageFest is among one of several fairs held in the roadway of the Downtown Business District. VillageFest has been operating for fourteen years without a major traffic incident. The collision at a similar event in Santa Monica in 2003 proves that the potential for a catastrophic event is present when pedestrians are placed in the roadway without adequate protection. The presence of transient motorists, unfamiliar with Palm Springs, and senior drivers compounds the potential of a traffic incident in our downtown area. In an effort to avoid such an event and in accordance with the NTSB findings, staff proposed, and the City Attorney concurred with, the installation of removable internally lockable bollards in the 2005/2006 budget and said project was included in the budget approved by City Council. Staff has put much research into what devices would best serve the purpose of separating pedestrian traffic inside the event and public traffic outside of the event. The chosen devices are manufactured by Creative Pipeline, Inc. of Rancho Mirage. They are made from carbon steel, are powder coated and offer an aesthetically pleasing appearance. A single bollard is rated to stop a 5,500 Ibs vehicle traveling at the posted speed limit of 25 miles per hour. Coupled with additional bollards the estimated stopping strength of the bollard increases. No additional staff is needed to install these devices than is currently used to affect the street closure. Staff can easily install the devices for events that encourage pedestrians to use the roadway as a pedestrian pathway. The Procurement and Contracting Division conducted a Request for Quote (RFQ 06-20) that was faxed to eight bollard vendors. Four vendors responded to our request for quote. The results of the quote are tabulated below: Creative Pipe, Inc. $50,121.73 Cal Pipe Manufacturing $95,132.90 Traffic Guard Direct $97,601.03 Delta $220,506.79 Creative Pipe, Inc. located in Rancho Mirage, California was the lowest, responsive bidder. Staff is recommending that the City Council approve the purchase of these bollards from Creative Pipe, Inc. in an amount not-to-exceed $50,121.73. �'Finance Director Revie --- FISCAL IMPACT: �' This project was budgeted as part of the 2005/2006 Capital Improvement Plan, with $195,600.00 in the VillageFest Budget by a transfer from Risk Management. The proposed purchase of bollards for $50,121.73 will allow for approximately $145,000 for their installation by a separate contract services agreement to be brought forward to City Council at a future date. Sufficient funds for requisition of the bollards are available in account 261-1395-54050 (City Facility Improvements — Bollards).
