Honorable Mayor Oden and City Council Members:
As members of the Palm Springs Historic Site Preservation Board, we feel the City is
at a critical juncture regarding issues of preservation. Two recent incidents involving
historically important structures in Palm Springs have created cause for great
concern.
The first instance was the approval of an ATM shade structure at Washington Mutual
Bank at Ramon Road and Palm Canyon Drive. This bank, designed by Palm Springs
architect E. Stewart Williams in 1960, is on the Citywide Historic Resources Survey-
June 2004, and "appears to meet the level of significance necessary for individual
national register of historic places or California register of historic resources eligibility
at the local or regional level." As such, it should have been flagged in the Planning
department records. When the bank sought a permit, the person at the Planning desk
was not aware of this and approved the addition. We recommend that additional staff
training and improved internal systems be implemented to prevent this happening in
the future.
This ATM shelter is an inappropriate and insensitive structure that detracts from the
fagade of this architecturally significant building. Therefore, to ensure this does not
happen again, we strongly advocate that any exterior changes to all structures listed
in the Survey, and particularly those considered to be locally eligible for historic
designation or higher, be brought to the HSPB for review. This will require an
amendment to the Historic Preservation Ordinance.
The second instance was Colony Palms Hotel (1935, the former Howard Manor).
RSPB granted only approval of a second story addition to an existing building.
However, the developers demolished the entire structure as well as a second building
which they had no permitted approval to destroy. The current Ordinance does not
provide sufficient penalties for abuses of this kind.
We highly recommend that the City revise the current Historic Preservation Ordinance
8.05 to protect resources found to be historically significant by the Historic Resources
Survey. The Historic Site Preservation Board recommends the following:

locally eligible for historic designation or higher (see enclosed).
2. Revise the Ordinance to require an additional penalty fine for demolition or
alteration of historic structures when an owner has failed to obtain a
required permit.
With two such glaring and unfortunate examples of disregard for historical
architecture in recent months and other significant projects involving important historic
sites on the horizon, it is critical that City and staff move forward to revise the
Ordinance in order to protect and preserve the historic and architectural integrity that
is very much part of the identity of our City.
