Ready, City Manager BY: Aviation Department SUMMARY This requested action would be the 6th Amendment to the Allocation Positions and Compensation Plan for 2005 — 2006, resulting in the following Department of Aviation organizational personnel changes: elimination of one (1) Assistant Director of Aviation position, reclassifying the one (1) remaining Assistant Director of Aviation to increase that position's responsibilities; reclassifying the Contracts & Leases Manager to Asset Manager to better reflect that position's duties; create one (1) additional Airport Operations Specialist position for 24/7 coverage for increased security and oversight of that function. These actions will not increase the current authorized staffing level at the Airport, but will result in a budget savings of salary and benefits of approximately $44,611 annually. RECOMMENDATION: 1 , Approve Resolution No. , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS APPROVING AMENDMENT #6 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN, ADOPTED BY RESOLUTION 21284. Z. Authorize the City Manager to execute all necessary documentation. STAFF ANALYSIS: Prior to September 2005, there were two Assistant Directors of Aviation, one primarily responsible for administration functions and one for operations and planning functions. The Assistant Director of Aviation —Administration, became vacant in September 2005. In accordance with the City Manager's policy to review all personnel attrition, the 17EM NO. 2 City Council Staff Report March 22, 2006 -- Page 2 Amendment to Allocation Positions Plan Director of Aviation incorporated several of these duties into his responsibilities and that of the remaining Assistant Director of Aviation. Elimination of the one Assistant Director's position will save approximately $145,170 (salary and benefits) annually and reclassifying the remaining Assistant Director's position to increase his job duties will cost approximately $6,575 (salary and benefits) annually. This reclassification will be retroactive to October 2005. Additionally, the position of Manager, Contracts & Leases has recently become vacant through retirement. This particular job description has been expanded to require a greater knowledge of business and finance issues as they relate to managing the Airport's assets, developing Airport property and securing additional streams of revenue such as FAA grants and new entrepreneurial opportunities. This reclassification will add approximately $4,931 (salary and benefits) to the airport budget Finally, to achieve better 24 hour operational shift coverage, a third Airport Operations Specialist position will be added to cover all three shifts at the Airport, versus the current two shifts. This allocation brings greater personnel experience during the midnight hours at the Airport and will strengthen our security and oversight capacity. This position will cost approximately $89,053 (salary and benefits) and is funded through the partial savings from the elimination of the Assistant Director of Aviation. FISCAL IMPACT: IFinance Director The changes requested in this amendment to the Allocation Positions and Compensation Plan for 2005 — 2006 will result in approximately $44,611 in annual salary and benefit savings to the Airport budget beginning FY 2006-2007. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS APPROVING AMENDMENT #6 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN, ADOPTED BY RESOLUTION 21284 WHEREAS, an Allocated Positions and Compensation Plan was adopted June 8, 2005, for the 2005-06 fiscal year by Resolution No. 21284; and WHEREAS, the City Council desires to amend said Allocated Positions and Compensation Plan. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the Allocated Positions and Compensation Plan for positions in the City Service for fiscal year 2005-2006 is hereby amended as follows: SECTION 2.
