To: PALM SPRINGS CITY COUNCIL From: LANNY SWERDLOW Subject: MEDICAL MARIJUANA DISPENSARY MORATORIUM cn —` c7 = I got a call from Palm Springs Chief of Police Gary Jeandron this morning about a possible emergency ordinance that might be considered by the Palm Springs City Council this evening at 7 p.m. I understand that a second medical marijuana dispensary is attempting to open in Palm Springs and a third one might be just around the corner and some people are concerned about a possible proliferation of dispensaries. I understand also that the proposed moratorium would allow the existing dispensary to continue to operate during the 45-day moratorium period while city officials develop regulations for dispensaries to operate in the city of Palm Springs. This would be very similar to what has happened in Palm Desert which our group supported. I am thoroughly upset about how this is being rammed through in a 12 hour period. I had met with the City Attorney and Chief of Police in the beginning of February about developing regulations for dispensaries and had been patiently waiting to hear back from someone about it. However, until I got the call from Chief Jeandron this morning, no one had gotten back to me about it and I assumed it was no longer under consideration. I really do not believe this should be categorized as an emergency just because a second dispensary might open. I am not aware of any problems caused by the first dispensary, so I don't see why a second one opening up should require an emergency ordinance. I am asking you to put off for at least a week any decision on a moratorium so that medical marijuana patients can study the moratorium and see what effects it might have on them.
