Ready, City Manager BY: City Manager— Convention Center SUMMARY This action would approve award of bid for the kitchen build out work at the Palm Springs Convention Center, RECOMMENDATION: 1. Adopt Minute Order No. awarding contract for the Convention Center Kitchen Build-out Project, City Project 02-27A, to Doug Wall Construction, Inc., in the amount of$809,000. 2. Adopt Minute Order No. approving Change Order No. 1 to City Project No. 02-27A for a deduct of ($283,749). 3. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Convention Center Kitchen Build-out Project will be the last major renovation to the building utilizing the remaining Bond proceeds from the 2003 Convention Center Bond Issue. The project was approved by the City Council on January 4, 2006 and was immediately readied for bidding. The project had a pre-bid estimate of between $460,000 and $480,000. Competitive Bids were received at 2:00pm on March 9, 2006 as follows: Bidder Bid Doug Wall Construction, Inc. $809,000 JM Builders $849,000 Faris Construction $989,000 Item No. 2. K . City Council Staff Report April 5, 2006 -- Page 2 Convention Center Kitchen Build Out The low bid is $329,000 over the high end of the estimate range. The relative closeness of the two lowest bids provide a good basis to believe that the current market conditions value this project in the low $800,000's. The Convention Center staff, now that they have fed several large groups in the ballroom, are even more adamant that some type of a kitchen facility is needed. Project staff met with the Convention Center staff and the caterer to look at ways to reduce the kitchen project. With the cooperation of the low bidder the project can be reduced by $283,749 by removing the "cooking line" and all the mechanical equipment related to it. (See attached drawing) The end result will be a large room with floor, wall and ceiling surfaces all meeting health department requirements. The space will include a walk-in refrigerated storage and freezer compartment along with a dish washer. This will allow for a large clean space to temporarily store prepared food and allow for last minute dish-up adjacent to the Ballroom. The Department of Procurement and Contracting along with Convention Center Project Management Staff have reviewed the bids and recommend that contract be awarded to Doug Wall Construction , Inc., in the amount of $809,000, as the lowest responsive, responsible bidder. Further it is recommended that Change Order No. 1 be approved as a deduct of ($283,749) which brings the project cost to $525,251. This size project along with a contingency of$45,000 can be funded from the remaining Bond Proceeds and the Unscheduled Capital funds that are set aside for the Convention Center. d.� 7 FISCAL IMPACT: Finance Director Review: i There will be no impact to the General Fund as dollars for this project will be coming from the remaining Bond Proceeds for the Convention Center Expansion as well as from Unscheduled Capital projects in the Convention Center activity.
