FOR THE EXPAND TERM I NAL/HOLDROOM CITY PROJECT 2005-10 (AIP 3-06-0181-38). FROM: David H. Ready BY: Aviation Department SUMMARY Recommend City Council accept the lowest base bid and authorize the City Manager to execute a construction contract in a form acceptable to the FAA and the City Attorney for the Construction of the New Regional Terminal Holdroom, FAA Project Expand Terminal/Holdroom City Project No. CP2005-10 (AIP 3-06-0181-38). RECOMMENDATION: 1. Approve Minute Order No. , authorizing award of a construction contract with Harbor Construction Company, Inc. in the amount of $9,278,000 for the Construction of the New Regional Terminal Holdroom, FAA Project Expand Terminal/Holdroom, City Project No. CP2005-10 (AIP 3-06-0181-38) subject to FAA approval, in a form acceptable to the City Attorney, and establishing the Project Administrator and Administration parameters. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The project was initially advertised in June 2005 and bids received in July 2005. The anticipated level of federal funding did not become available therefore, Council agreed to re-bid a repackaged project that would still address the throughput issues by increasing capacity, and defer certain landscaping elements to 2008. The project was advertised again on October 24, 2005 and November 6, 2005. Staff solicited bids and five bidders responded on February 7, 2006 as follows: Item No. 2 . Q. City Council Staff Report (April 5, 2006) -- Page 2 (Holdroom Contract Award) 1. FTR International Inc. in the amount of $13,000,000, 2. Harbor Construction Company Inc. in the amount of$9,278,000. 3. LA Contractors Corporation in the amount of 10,487,000, and 4. Mall Craft Inc. in the amount of$13,632,000, 5. Summit Builders in the amount of$9,568,000 It is recommended to accept Harbor Construction as the lowest responsible responsive bidder for the construction of Regional Commuter Holdroom project as described in the attached Scope of Work, subject to FAA approval. The engineer's estimate ranged from $7.5 million to $9 million. The attached Minute Order awards the contract to Harbor Construction Company, Inc. and appoints the Director of Aviation as the Project Administrator and authorizes the Project Administrator, subject to City Manager approval, to approve Change Orders up to 10% of the total base bid. At its regularly scheduled meeting on April 5, 2006, the Airport Commission voted to recommend to the City Council t appr the award of this construction contract. FISCAL IMPACT: The construction will be funded by two 95% FAA Airport Improvement Grants during fiscal years 2005 through 2008. Your acceptance of the grant offer will obligate the City of palm Springs (sponsor) to accomplish the described development without undue delay. An official of the sponsor shall accept this offer on or before August 26, 2005 by signing the enclosed grant agreement in the space provided. The date of the execution of the grant agreement should be the same ad, or later than, the "Date of offer" on page one. The date of attorney's signature must be the same or later than, the date of execution. CP2005-10 (AIP 3-06-0181- 38) SUBJECT TO FAA APPROVAL, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND ESTABLISHING THE PROJECT ADMINISTRATOR AND ADMINISTRATION PARAMETERS. JAMES THOMPSON City Clerk CITY OF PALM SPRINGS, CALIFORNIA SCOPE OF SERVICES EXPAND TERMINAL/HOLDROOM PROJECT PALM SPRINGS INTERNATIONAL AIRPORT CITY PROJECT NO. 2005-10 FAA AIP 3-06-0181-38 DESCRIPTION OF THE WORK — The Project is construction of a new Regional Holdroom, separate restroom facility, modifications to passenger conveyance walkway, drainage/irrigation, existing restroom modifications at Palm Springs International Airport. Work includes approximately 15,000sf of new construction for regional holdroom, 1,600sf restroom, 600sf electrical room, new walkway, and courtyard landscaping. The Airport will remain open and operational during the construction period. The Work involved is described in the bid documents and includes the following: Including, plant, engineering, labor, tools, transportation, services, supervision, temporary facilities, materials and equipment required to complete the work. The work involved includes: Temporary Security Fence, Site Work, Earthwork, Grading, Site Demolition, Selective Demolition, Drainage, Irrigation, Walkway, Erosion Control, Concrete Foundations/Slabs/Wall, Site Concrete, Concrete & Concrete Reinforcing, Structural Steel and Decking, Unit Masonry, Insulation and Roofing, Doors and Windows, Glass and Glazing, Interior Finishes, Mechanical, Plumbing, Electrical, Fire Control and Protection, Signage, Start-up and Commissioning. LOCATION OF WORK—The Work to be performed hereunder is located at the Palm Springs International Airport, 3400 E. Tahquitz Canyon Way, Palm Springs, California, 92262. SCHEDULE OF WORK - Project is anticipated to start on or about May, 2006 and be completed on or about May 1, 2007.
