SUBJECT: APPROVAL OF APPLICATION FOR CALTRANS BICYCLE
TRANSPORTATION ACCOUNT (BTA) GRANT FUNDS AND
ALLOCATION OF MATCHING FUNDING IN AN AMOUNT NOT TO
EXCEED $50,000.

SUMMARY
The City Council will consider the application for a grant request to CALTRANS for a
Bicycle Transportation Account (BTA) grant to provide funding for bicycle lane
improvements for proposed Class II (Class 2) bike lanes as indicated by the recently
adopted Non-Motorized Transportation Plan (NMTP).
RECOMMENDATION:
1. Adopt Resolution # approving the City of Palm Springs application to
CALTRANS for Bicycle Transportation Account grant funds; "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA IN
SUPPORT OF APPROVING SUBMISSION OF A CALTRANS BICYCLE
TRANSPORTATION ACCOUNT (BTA) GRANT APPLICATION, NOTICE OF
EXEMPTION, AND ALLOCATION OF 10% OF THE PROJECT COST AS
MATCHING FUNDS."
2. Approve the use of matching funds available in the City Sustainability Fund
account# 138-1270-58020 not to exceed $50,000.
STAFF ANALYSIS:
Since May 2011 the Sustainability Commission has worked diligently to adopt and
implement a City of Palm Springs Non-Motorized Transportation Plan (NMTP). In
October 2011 the NMTP was adopted by City Council. Since the NMTP was adopted
the Sustainability Commission has made implementation of the NMTP a major focus.
This includes prioritization of bike lane improvements and addition of bike lanes. The
Commission requested that City staff apply for grants as well as allocate dollars from
the sustainability fund to implement the NMTP projects.
Funding is available through the CALTRANS Bicycle Transportation Account (BTA)
which is an annual program providing state funds for city and county projects that
improve safety and convenience for bicycle commuters. In accordance with the Streets
ITEM NO.
and Highways Code (SHC) Section 890-894.2 - California Bicycle Transportation Act,
projects must be designed and developed to achieve the functional commuting needs
and physical safety of all bicyclists.
Local agencies first establish eligibility by preparing and adopting a Bicycle
Transportation Plan (BTP) that complies with SHC Section 891.2. This requirement
was met on October 8, 2011 when City Council adopted the Non-Motorized
Transportation Plan as an amendment to the City of Palm Springs General Plan.
Finally, this grant application requires that a Bike Transportation Plan be approved by
the local agency's Regional Transportation Planning Agency. The Coachella Valley
Association of Government's serves as the approving agency in our region and has
adopted the Non Motorized Transportation Plan to meet this requirement.
The new bike trail maps produced as a result of the adoption of the NMTP show existing
as well as proposed bike lanes. Staff is applying for the BTA grant to fund several of the
proposed Class II (Class 2) bike lanes and to increase connectivity. Staff recommends
City Council approve this BTA grant application to fund the priority bike lane projects on
Racquet Club Road from North Palm Canyon to Farrell and Avenida Caballeros from
Ramon Road to San Rafael as indicated in the attached Engineer's estimate. The total
cost estimate to construct these two bike lanes is $450,780. 00.
FISCAL IMPACT: The BTA grant application requires the City of Palm Springs to
provide a minimum of 10% in matching funds. The dollars required have been allocated
for this purpose, were specifically recommended for this use by the Sustainability
Commission, and are available in account #138-1270-58020 in the Sustainability Fund.
The matching fund amount requested is not to exceed $50,000.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA IN SUPPORT OF APPROVING SUBMISSION OF A CALTRANS
BICYCLE TRANSPORTATION ACCOUNT (BTA) GRANT APPLICATION, NOTICE
OF EXEMPTION, AND ALLOCATION OF 10% OF THE PROJECT COST AS
MATCHING FUND.
WHEREAS, the City of Palm Springs General Plan provides for the development
of a bikeway system in the City; and
WHEREAS, the City Council duly adopted a Non Motorized Transportation Plan
on October 5, 2011 at a regular meeting of the City of Palm Springs City Council; and
WHEREAS, the City of Palm Springs wishes to submit an application for the
Caltrans BTA grant application for 2012/2013, including the notice of determination and
required ten (10) percent matching fund requirement.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of City of Palm
Springs authorizes the City Engineer and City Sustainability Manager to submit a
Caltrans BTA grant application 2012/2013 for two Class II proposed bike lanes on
Racquet Club and Avenida Caballeros, approves the Notice of Exemption, and allocates
the required ten(10) percent matching funds in an amount not to exceed $50,000.00
from the City of Palm Springs Sustainability Fund.
To that end, the City of Palm Springs adopts this resolution in support of application for
the CALTRANS BTA Grant:
