SPECIAL MEETING MINUTES FRIDAY, APRIL 13, 2012 CITY HALL LARGE CONFERENCE ROOM CALL TO ORDER: Mayor Pougnet called the meeting to order at 8:07 a.m. ROLL CALL: PRESENT: Councilmember Hutcheson, Councilmember Lewin, Councilmember Mills, Mayor Pro Tern Foat, and Mayor Pougnet. ABSENT: None. ALSO PRESENT: Chief Deputy City Clerk Hart. PUBLIC COMMENT: None. INTERVIEW APPLICANTS FOR THE MEASURE "J" OVERSIGHT COMMISSION: The City Council interviewed applicants for the Measure "J" Oversight Commission. The City Council recessed at 9:17 a.m., reconvened at 9:31 a.m., and continued interviewing applicants. The City Council recessed at 10:14 a.m., reconvened at 10:32 a.m., and continued interviewing applicants. No action taken. ADJOURNMENT: The City Council adjourned at 1:01 p.m. to a Regular Meeting, Wednesday, April 18, 2012, at 6:00 P.M. Council Chamber, City Hall, preceded by a Closed Session in the Small Conference Room, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs. Vb CITY COUNCIL CITY OF PALM SPRINGS, CALIFORNIA ,PPlM rP4 _o %w.m`� 1 ADJOURNED MEETING MINUTES THURSDAY, APRIL 19, 2012 CITY HALL LARGE CONFERENCE ROOM CALL TO ORDER: Mayor Pougnet called the meeting to order at 9:07 a.m. ROLL CALL: PRESENT: Councilmember Hutcheson, Councilmember Lewin, Councilmember Mills, Mayor Pro Tern Foat, and Mayor Pougnet. ABSENT: None. ALSO PRESENT: City Clerk Thompson. City Clerk Thompson requested the City Council consider adding an item to the agenda regarding the Governor's proposal to eliminate the Colorado River Regional Water Control Board, and stated this item came to the attention of the City yesterday after the posting of the Agenda, and the hearing on the item is prior to the next Regular Meeting, as such immediate action is needed. ACTION: 1) Make the finding the item came to the attention of the City after the posting of the Agenda and there is an immediate need to take action on the item; and 2) Add an item to the agenda after the completion of the Measure "J" Oversight Commission interviews titled "DISCUSSION AND ACTION ON THE GOVERNOR'S PROPOSAL TO ELIMINATE THE COLORADO RIVER REGIONAL WATER QUALITY CONTROL BOARD." Motion Mayor Pro Tern Foat, seconded by Councilmember Hutcheson and unanimously carried (5-0). PUBLIC COMMENT: JOHN TYMON, Palm Springs, commented on the selection process for the Measure "J" Oversight Commission. JACK WEBSTER, commented on the proposal for the Marilyn Monroe sculpture proposed for the Desert Fashion Plaza site. 1. INTERVIEW APPLICANTS FOR THE MEASURE "J" OVERSIGHT COMMISSION: The City Council interviewed applicants for the Measure "J" Oversight Commission. The City Council recessed at 10:21 a.m., and reconvened at 10:35 a.m. The City Council recessed at 11:56 p.m., and reconvened at 1:38 p.m. 00u City Council Minutes April 19,2012 Page 2 The City Council recessed at 3:53 p.m., and reconvened at 3:55 p.m. The City Council discussed and/or commented on the following with respect to the Measure "J" Oversight Commission selection and process: increasing the number of commissioners and further narrowing the field by submitting names to the City Clerk. ACTION: Direct the City Clerk to prepare an ordinance increasing the number of members to the Measure "J" Oversight Commission to nine (9) members and two (2) non-voting alternates that are provided to attend and participate in all meetings and be appointed to subcommittees. Motion Mayor Pro Tern Foat, seconded by Councilmember Mills and unanimously carried (5-0). ACTION: Direct each Councilmember to submit to the City Clerk, by Wednesday, April 25, 2012, the names of eleven (11) finalists for further City Council review and action. Motion Mayor Pro Tern Foat, seconded by Councilmember Mills and unanimously carried (5-0). 2. DISCUSSION AND ACTION ON THE GOVERNOR'S PROPOSAL TO ELIMINATE THE COLORADO RIVER REGIONAL WATER QUALITY CONTROL BOARD: David Barakian, City Engineer, provided background information as outlined in the staff report dated April 19, 2012. ACTION: Direct and authorize the Mayor to send a letter of opposition and outlining concerns to the Senate Budget and Fiscal Committee, regarding the Governor's proposal to eliminate the Colorado River Regional Water Quality Control Board. Motion Mayor Pro Tern Foat, seconded by Councilmember Mills and unanimously carried. ADJOURNMENT: The City Council adjourned at 4:15 p.m. to a Regular Meeting, Wednesday, May 2, 2012, at 6:00 P.M. Council Chamber, City Hall, preceded by a Closed Session in the Small Conference Room, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
