IN THE AMOUNT OF $25,845 FOR FIRE STATION NO. 441 FROM: David Ready, City Manager BY: Palm Springs Fire Department SUMMARY Fire Station 441 located at 277 North Indian Canyon does not have access to an alternate power source in the event of an unexpected electrical interruption or catastrophic emergency. Staff is recommending that Council approve the purchase of a new 50 kW 80 amp diesel generator that will have the ability to provide emergency power to fully operate Fire Station 441 during unexpected power outages for up to 72 hours. This action is only for the purchase and delivery of the generator itself. RECOMMENDATION: 1) Approve the purchase of a new GENERAC Model 5DO50 50 kW 80 amp generator with 300 gallon fuel tank from Brudvik Inc. of Palm Springs, CA in an amount not-to-exceed $25,845. 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: Fire Station 441 requires a source of emergency power in order to maintain operational readiness in the event of electrical interruption or long term power outage. Currently the station has a battery back-up system capable of powering the department's emergency radio system. However, these batteries are not capable of operating the numerous electrical systems necessary to for the station to operate at its full capacity. Should the station experience an unexpected power outage the station's emergency response and functional capabilities could be affected. ITEM NO. City Council Staff Report June 6, 2012 -- Page 2 Fire Station 441 Emergency Generator The City of Palm Springs utilized MRC Engineering, Inc. to complete the Electrical Engineering & Design to determine the electrical load calculation demands for Fire Station 441. Based on the electrical load calculations a 50 kW 80 amp diesel generator was recommended. This generator comes equipped with a 300 gallon fuel tank that will provide sufficient power to operate all electrical demands for Fire Station 441 including the HVAC system, lights, computers, wall outlets, emergency radios, and apparatus room doors that are critical to maintaining a state of operational readiness during electrical interruptions or long term power outages for up to 72 hours. Procurement staff worked closely with Fire and Public Works especially to develop generator specifications and conduct a Request for Quotes (RFQ) for a 50 kW 80 amp generator. The City received 6 bids in response to the RFQ, ranging from $24,525 to $38,274 with Brudvik Inc. of Palm Springs, CA being the lowest responsive, responsible bidder. The Fire Department requested a larger capacity fuel tank for an additional $1320, bringing the total cost to $25,845. Even with the larger tank, Brudvik Inc. remains the low bidder. This action is only for the purchase and delivery of the generator itself. The generator will be located in the North West corner of the parking lot enclosed with a block wall and wrought iron gate. The design of the proposed enclosure will be routed through the Planning Department for approvals prior to installation. Public Works will oversee the required plan development, bidding and construction oversight necessary for the site preparation and installation of the new generator by a qualified and properly licensed contractor. FISCAL IMPACT: Funds for the purchase of a 50 kW 80 amp generator in the amount of $25,845 is available in the Fire Department Capital Account 261-3600-53054. Scott Ventura, Fire Chief David J.
