SUBJECT: Contract Award -Airport Tower Lighting Control System

SUMMARY
This action will provide for a new airfield lighting control system to be procured and
installed into the new Palm Springs International Airport air traffic control tower.
RECOMMENDATION:
1. Approve a purchase order contract with Rural Electric Inc. of Mesa, Arizona in
the amount of $56,840.85 to furnish and install a new Beijer Electronics airfield
lighting control system in the new Federal Aviation Administration control tower
as a sole-source acquisition to comply with the specifications required by the
FAA.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS
The new Federal Aviation Administration control tower under construction at Palm
Springs International Airport is nearing completion and is expected to be commissioned
later this year. This $25 million dollar project is funded by the FAA with the exception of
the equipment necessary for the control and operation of the City's airport airfield
lighting systems. It is the responsibility of the City, through the Airport Fund, to procure
and install the necessary airfield lighting control equipment. This is a standard practice
throughout the airport industry anytime new FAA towers are being constructed on
airports. The City's existing lighting control system is old and will be abandoned with
the demolition of the old tower.
Because the air traffic control personnel are the only staff that utilizes this airfield
lighting control equipment, and it is located in the tower's cab, the airport department
must provide equipment specified by the Federal Aviation Administration. Based on the

direction received from the FAA about the type of equipment required, the Beijer
Electronics system equipment was the model specified. The manufacturer of this FAA
approved equipment has identified an authorized installer and the airport staff has
negotiated the scope and cost for the equipment's installation of a complete new airfield
lighting control system.
Pursuant to 7.04.020 of the Municipal Code, a sole-source purchase may be awarded
without competition when the action is made after conducting a good faith review of
available sources, and that there is only one source for the required item or service. In
this case the City is required by the FAA to provide the equipment that they specify for
the new control tower. The Beijer Electronics system specified by the FAA is only
available from Beijer via their authorized installer that specializes in Airport installations,
Rural Electric, Inc.
FISCAL IMPACT
The airport department anticipated the need for this expenditure and funds are available
in the FY 11/12 Budget account number 416 6501 50000 in the amount of$56,840.85.
