HomeMy WebLinkAbout23107 RESOLUTION NO. 23107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE 2012-13 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN, APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT BUDGET FOR FISCAL YEAR 2012-13; AUTHORIZING THE SUBMITTAL OF THE PLAN AND BUDGET TO THE UNITED STATES DEPARTMENT OF HOUSING & URBAN DEVELOPMENT (HUD), AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROVAUAGREEMENT WITH HUD (GRANT NO. B-12-MC-06-0561) IN THE AMOUNT OF $311,205 AND THE SUBRECIPIENT AGREEMENTS. A5814. WHEREAS, as a Community Development Block Grant entitlement community, the City of Palm Springs is required to prepare and submit a Five Year Consolidated Plan and Annual Action Plan for the use of the federal funds received; and WHEREAS, the City of Palm Springs is eligible to receive an entitlement of $311,205 of Community Development Block Grant funds under the U.S. Department of Housing & Urban Development regulations; and WHEREAS, the City of Palm Springs has reprogrammed Community Development Block Grant funds of$166,274; and WHEREAS, the funds must be used for eligible activities which principally benefit low and moderate income persons; and WHEREAS, pursuant to the requirements of including citizen involvement in the allocation process, a Citizens Advisory Committee was established and a public hearing was held on February 23, 2012 to receive citizen input on the allocation of these funds; and WHEREAS, the proposals have been reviewed by the CDBG Citizens Advisory Committee based on the needs of low and moderate income persons and the other National Objectives to benefit the maximum number of people; and WHEREAS, the City Council held a public hearing on March 21, 2012 to receive public input on the allocation of these funds; and Resolution No. 23107 Page 2 THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The 2012-2013 Annual Action Plan is hereby approved. The City Manager or his designee is authorized to submit the Plan to the United States Department of Housing & Urban Development, which accurately reflects the 2012-2013 CDBG budget and projects approved by the City Council, and authorizes the City Manager to appropriately adjust the 2012-13 CDBG Budget amount, and the respective Subrecipient Agreements. SECTION 2. The total Community Development Block Grants funds available for 2012-13, including Entitlement and current year reprogrammed funds, by authorized category of basic eligibility, are approved as follows: Public Facilities & Improvements,,,,,,,,,,,,,,, $350,324. z Public Services (includes Fair Housing)...............................$46,681. The City Manager is hereby authorized to accept and execute the Funding Approval/Agreement with HUD — Grant #: B-12-MC-06-0561, in the amount of $311,205, for the Fiscal Year 2012-2013 CDBG Program, 38`h Program Year. SECTION 4. The City Manager is hereby authorized to execute the following Subrecipient Agreements, City Departments' Memoranda of Understanding and all necessary documents, in a form acceptable to the City Attorney: City of Palm Springs Department of Public Works & Engineering Arnico Tract Sewer Improvements A6217 $145,689 Desert AIDS Project— Energy-Efficiency Roofing Upgrades A6218 $85,000 City of Palm Springs Department of Parks & Recreation — James O. Jessie Desert Highland Unity Center Parking Lot Improvements A6219 $98,635 Public Facilities & Improvements and Rehabilitation could be supplemented with program income, if any, and any reprogrammed funds from unexpended activities from prior years. 2 Public Service is calculated at 15% of new entitlement funding. 3 Administration is calculated at 20% of new entitlement funding.
