A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, ESTABLISHING
COMPENSATION FOR THE MEMBERS OF THE
GOVERNING BOARDS OF THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF PALM
SPRINGS, THE CITY OF PALM SPRINGS FINANCING
AUTHORITY, AND THE HOUSING AUTHORITY OF THE
CITY OF PALM SPRINGS.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS FINDS:
A. The State Legislature in 2005 enacted AB 11 adding Section 34130.5 to
the California Health and Safety Code and amending the provisions of Section
36516(d) to the California Government Code relating to the establishment of
compensation for members of governing boards and commissions consisting of
all of the members of the City Council.
B. Pursuant to AB 11, the City Council is limited in the amounts that can be
paid to the governing boards or commissions consisting of the members of the
City Council.
C. The City Council under its authority provided by state law and the City's
Charter, has created the Community Redevelopment Agency of the City of Palm
Springs, the City of Palm Springs Financing Authority, and the Housing Authority
of the City of Palm Springs and has further provided that the members of the City
Council sit as the governing board of the Community Redevelopment Agency of
the City of Palm Springs, the City of Palm Springs Financing Authority, and the
Housing Authority of the City of Palm Springs.
D. It is the desire of the City Council to establish provisions for the
compensation of the members of the governing boards of the above government
agencies that comply with the provisions of state law as allowed under the
recently adopted AB 11.
NOW, THEREFORE, BE IT RESOLVED,
Section 1. Community Redevelopment Agency of the City of Palm Springs.
Each member of the Board of Directors of the Community Redevelopment
Agency shall receive $75.00 per meeting of the Board of Directors for each
meeting attended, not to exceed $150.00 per month regardless of the number of
meetings the member may attend. Each member shall also receive his or her
actual and necessary expenses, including traveling expenses incurred in the
discharge of his or her duties.
Section 2. Housing Authority for the City of Palm Springs. Each member of
the Board of Directors of the Housing Authority shall receive $75.00 per meeting

Section 3. Palm Springs Financing Authority. Each member of the Board of
Directors of the Financing Authority shall receive $150.00 per month. Each

SUMMARY
The Council will consider a resolution establishing compensation for governing boards
of the City's Community Redevelopment Agency, Financing Authority, and Housing
Authority.

PALM SPRINGS FINANCING AUTHORITY, AND THE HOUSING AUTHORITY OF
THE CITY OF PALM SPRINGS."
;iTAFF ANALYSIS:
In 2005, the California law was amended by the passage of AB 11 to establish certain
limitations on the ability of City Council to establish the compensation for boards and
commissions that the city council creates and appoints itself to serve as the governing
board of such entities. The City Council has established a redevelopment agency, a
housing authority, and a financing authority and is therefore eligible to receive
compensation for its members serving on the governing board for each of these entities.
Pursuant to state law, the maximum amount that can be paid to a member of a
redevelopment agency or a housing authority is $75.00 for each meeting, up to two
meeting a month. For any other entity, which would include the City's Financing

Authority, the maximum compensation amount is $150.00 per month. The proposed
resolution fixes the amount of the compensation at the amounts permitted under State
law.
FISCAL IMPACT: IFinance Director Review:
The City Council currently receives a $30 stipend for each meeting of the Community
Redevelopment Agency. The City Council does not receive a stipend for the Finance
and Housing Authority at this time.
The proposed resolution will increase the Council's stipend for each Agency meeting by
$45.00. In addition, the Council will receive a stipend of $75.00 for each Housing
Authority meeting, with a maximum cap of$150.00 per month, and a $150.00 per month
stipend for the Finance Authority. According to an analysis performed by the City Clerk,
over the last two years the Agency had, on average, 17 meetings a year. The Housing
Authority did not meet at all in 2005. Based on this information, the estimated cost to
the Agency for both the Agency and Housing Authority meetings will cost approximately
$6,375 per year. This is an increase of about $4,000 a year over what the Agency is
currently paying. The cost to the General Fund for the Finance Authority stipend will be
$9,000 a year.
