SUBJECT: AUTHORIZE PURCHASE OF NEW BODY ARMOR FOR THE SPECIAL
WEAPONS AND TACTICS (SWAT) TEAM

SUMMARY
It is recommended that the City Council authorize a single source purchase to Adamson
Police Products of Los Alamitos, California, for body armor for the Special Weapons
and Tactics (SWAT) Team.
RECOMMENDATION:
1. Authorize the single source purchase of eighteen (18) new Protech Tactical
Ballistic Vests in an amount not-to-exceed $49,252.88, inclusive of all applicable
taxes and delivery.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Police Department's SWAT body armor (ballistic vests) has expired and is in need
of immediate replacement to insure that the officers are properly protected during high
risk incidents. Tactical ballistic vest manufacturers only warranty their product for 5
years and the current SWAT body armor inventory is all beyond the warranty date.
Police Staff has identified the Protech FAV- ETK body armor, which provides protection
equivalent to the SWAT's existing body armor. Adamson Police Products provided an
on-site demonstration, at which time SWAT officers were impressed with the quality,
weight, and fit of the Protech product. Adamson Police Products of Los Alamitos,

California is an authorized distributor of Protech and is a reputable company among law
enforcement agencies.
Due to the immediate need to replace the life saving body armor vests for our officers,
Police staff is asking the City Council to award a Special Circumstance purchase under
the provisions of Chapter 7.04 of the Municipal Code and to waive all competitive
requirements and approve a single source purchase order to Adamson Police Products.
The vests that the officers have identified are compatible to the equipment they have
been trained in and using for the past five years, is high quality, comfortable fit, and in
compliance with all current vest safety features and requirements.
FISCAL IMPACT:
Funding for this purchase is available in the Supplemental Law Enforcement Services
Grant Fund 3201- 52092 ($12,313.22) and Asset Forfeiture funds account 3012-43929
($12,313.22). The balance ($24,626.44) will be paid for from the continuing
appropriations account.
