SUBJECT: PURCHASE AUTHORIZATION — AIRPORT BAGGAGE CONVEYOR
SYSTEM MODIFICATION

SUMMARY
This action will award a contract purchase order for all the labor and materials
necessary to relocate a conveyor belt and improve bag handling processes in the south
ticketing area at Palm Springs International Airport.
RECOMMENDATION:
1. Approve a purchase order for the materials and labor to relocate and modify the
airport baggage handling conveyor belt to Matira Industrial Inc. in an amount not
to exceed $43,220.00.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS
Staff is continuously working with the Transportation Security Administration to identify
methods of preserving and enhancing the efficiency of passenger and luggage
screening processes at Palm Springs International Airport. One of these projects
identified by staff in cooperation with the TSA, involves a modification to a conveyor belt
that will improve the overall ergonomics of bag screening and handling in the south
ticketing counter areas.
With historic record passenger activity occurring throughout last season and the high
volumes of luggage and golf bags handled on a daily basis in the south ticketing area, it
became evident that a modification to the conveyor belts would address some
constraints that were emerging. This project consists of simply relocating and modifying
a small segment of conveyor belt to create more room for the TSA's high technology

scanning equipment. The additional floor space created will then allow the TSA to
reconfigure and add new equipment to optimize bag handling ergonomics. This project
requires the special expertise of an experienced airport conveyor belt company that has
knowledge of PSP's existing system and then integrate new components into the belt's
as needed.
Matira Industrial Inc. located in Lake Havasu City Arizona, was the original installer of
the existing equipment and has specific knowledge of the equipment and understanding
of PSP's belt network. Staff is requesting that Council award this project under the
provisions of 7.04.030, "Special Expertise" of the Procurement Ordinance without
competitive sealed bidding.
FISCAL IMPACT
This project was identified by staff and incorporated into the Airport's 12/13 Budget and
funds are available in account #416-6501-56146.

Here is the quote to reconfigure the existing South Terminal TSA Bag Belt
conveyor system.
Matira will provide all labor, hardware, and equipment to reconfigure the
existing South Terminal TSA conveyor system. Included in this quote is
the addition of 1 -90 degree radius with side guard, and approximately
18-20 feet of a 1 drive, 2 horse power straight transport conveyor
section with side guard.
The system reconfiguration will consist of shortening section 3# and
relocating section #4, the existing 90 degree radius about 4' upstream
of its current location in order to turn the conveyor into the old
maintenance shop. Matira would then relocate the existing section #5
and make it the new section #5(transport section through the old
maintenance shop. Matira would then install section #6, a new left hand
90 degree radius turning out of the old maintenance shop. Section #7,
18-20 feet of new transport conveyor would travel through a hallway and
enter the back unload area where the new CTX machines will be located.

Matira includes in our quote all MCP modifications and electrical devices
to insure a safe and proper operation of the South Terminal TSA Bag Belt
conveyor system.
Matira will offer a 1 year warranty on the installation and new equipment
supplied. Damage caused by improper use, tugs, or others is not covered
under this warranty.
All taxes are figured in the prices.
Insurance figured is a General Liability policy with a 1 mil/2 mil policy.
Matira will require a down payment in order to purchase the needed
equipment and materials for this project. If Palm Springs chooses the
quote, the down payment would be $26,300.00. Upon the completion of
the project the remaining balance will be net 15 days.
All wall penetrations/repair, concrete work, ETC... to be done by others.
Quote
Matira will perform the above described work furnishing warehouse grade
conveyor. This equipment will be similar to the equipment used just
before the CTX machine located at Alaska Airlines. The manufacture time
is approximately 6-8 weeks from when the order is placed.
