Ready, City Manager BY: Fire Department SUMMARY The Fire Department received a $150,000 grant from the Indian Gaming Special Distribution Fund to replace the aging Paramedic Rescue Vehicle stationed at the downtown fire station. Specifications were developed by city staff and a formal competitive bid process was conducted. The SDF Grant requires that this project be substantially completed by June 30, 2006. The City Council approval and subsequent issuance of a purchase order to the manufacturer will meet this grant requirement. RECOMMENDATION: Adopt Minute Order No. , approving the purchase of one (1) new Paramedic Rescue Squad Vehicle from Taylor Made Ambulances in an amount not-to-exceed $119,115.47. STAFF ANALYSIS: The Fire Department is required to provide advanced life support paramedic services from the downtown fire station 24/7 per our agreement with the Riverside County Emergency Services Agency. This ALS service is delivered by one firefighter/paramedic, and one firefighter that respond to emergencies in a 1999 Ford F- 3170 that is equipped with a service body. This vehicle is aging, does not have the ability to carry the gross vehicle weight (GVW) that is required, and the service body is not of the quality needed for a vehicle of this type. The Riverside County Indian Gaming Local Community Benefit Committee approved a grant request for $150,000 in 2005 to replace the paramedic rescue vehicle. Funds Item No. 2 . F. City Council Staff Report May 17, 2006 -- Page 2 Paramedic Rescue Squad Vehicle were received and deposited into a city account specifically for this purpose. The difference between the vehicle purchase price and the $150,000 grant ($30,884.53) may be used to purchase additional equipment for this vehicle. If additional equipment is not purchased, the funds must be returned to the Riverside County Indian Gaming Local Benefit Committee. The Procurement and Contracting Division conducted a formal Invitation for Bid (IFB 06- 03) that was publicly advertised, posted to the City's website, and mailed. Five manufacturers responded to our invitation to bid. The results of the bid are tabulated below: Taylor Made Ambulance $119,115.47 Valley Fire Services / E-One $126,838.00 Pierce Manufacturing $148,617.50 Ferrara Fire Apparatus $156,847.36 KME Fire Apparatus $159,396.73 Taylor Made Ambulance of Newport, AR was the lowest, responsive, responsible Udder. Staff is recommending that the City Council approve the purchase of this vehicle from Taylor Made Ambulance in an amount not-to-exceed $119,115.47. i' FISCAL IMPACT: IFinance Director Review: There is no impact to the General Fund.
