LETTER OF PROMULGATION
TO: OFFICIALS, EMPLOYEES, AND CITIZENS OF CITY PALM SPRINGS
The preservation of life and property is an inherent responsibility of local, state, and
federal government. The City of Palm Springs has prepared this Emergency
Operations Plan (EOP) to ensure the most effective and economical allocation of
resources for the maximum benefit and protection of the civilian population in time of
emergency.
While no plan can prevent death and destruction, good plans carried out by
knowledgeable and well trained personnel can and will minimize losses. This plan
establishes the emergency organization, assigns tasks, specifies policies and general
procedures, and provides for coordination of planning efforts of the various emergency
staff and service elements utilizing the Standardized Emergency Management System
(SEMS) and the National Incident Management System (NIMS).
The objective of this plan is to incorporate and coordinate all the facilities and personnel
of the City into an efficient organization capable of responding to any emergency.
This Emergency Operations Plan is an extension of the California Emergency Plan and
the Riverside County Emergency Operations Plan. It will be reviewed and exercised
periodically and revised as necessary to meet changing conditions.
The City Council gives its full support to this plan and urges all officials, employees, and
citizens, individually and collectively, to do their share in the total emergency effort of
the City of Palm Springs.
Concurrence of this promulgation letter constitutes the adoption of the Standardized
Emergency Management System, the National Incident Management System and the
EOP by the City of Palm Springs. This EOP will become effective on approval by the
City Council.

SUBJECT: APPROVE THE 2012 CITY OF PALM SPRINGS EMERGENCY
OPERATIONS PLAN (EOP)

SUMMARY
It is recommended that City Council approve the 2012 City of Palm Springs Emergency
Operations Plan (EOP). The City's EOP, addresses the City's planned response to
emergencies associated with natural disasters and technological incidents. The 2012
EOP has been updated and reformatted, and will replace the 2008 EOP currently in
effect.
RECOMMENDATION:
1) Adopt the 2012 City of Palm Springs Emergency Operation Plan (EOP).
STAFF ANALYSIS:
The California Emergency Services Act provides the basic authorities for conducting
emergency operations following a proclamation of Local Emergency, State of
Emergency or State of War Emergency by the Governor and/or appropriate local
authorities.
The State of California Emergency Plan (SEP), which is promulgated by the Governor,
is published in accordance with the Emergency Services Act, describes the functions
and operations of government at all levels during extraordinary emergencies, including
wartime. The Act states, in part, that "... this plan is in effect at all times and applies to
all levels of state government and its political subdivisions." Local emergency plans are
therefore, considered to be extensions of the State Emergency Plan.
The Standardized Emergency Management System (SEMS) provides for an effective
response to multi-agency and multi-jurisdictional emergencies in California. SEMS is
based on the Incident Command System (ICS), and incorporates existing mutual aid
systems, the Operational Area Concept, and multi-agency or inter-agency coordination.
SEMS is an integral component of the City of Palm Springs Emergency Plan.

Approve the 2012 Emergency Operations Plan (EOP)
The City's Emergency Services Coordinator along with Terra Firma Enterprises
compiled this plan during 2011/2012. The final draft of the plan was submitted to the
Riverside County Office of Emergency Services (OES). Upon the completion of the
County review the plan was forwarded to California Emergency Management Agency
(CaEMA) for review and was approved in August 2012, contingent upon adoption by the
Palm Springs City Council and signed concurrence by Principal Departments.
Signatures have been obtained from all Principal Departments.
The plan does not address normal day-to-day emergencies or the well-established
procedures used in coping with such emergencies. Instead, the operational concepts
reflected in this plan focus on potential large-scale disasters that can generate unique
situations requiring unusual emergency responses.
This plan is a preparedness document, designed to be read, understood, and exercised
prior to an emergency. The city's emergency services coordinator has the responsibility
to ensure that emergency plans are in place and that the City is prepared to respond to
large-scale emergencies.
FISCAL IMPACT:
Upon final approval and adoption of the 2012 Emergency Operation Plan seventeen
(17) copies of the plan will be printed and distributed throughout the city departments as
well as the primary and alternate EOC. Estimated printing costs of $2,500 are available
in the Disaster Preparedness Account 001-3522-42570.

My staff has completed their review of the City of Pahn Springs, County of Riverside, Emergency Operations Plan
(EOP). I have reviewed the attached staff report and concur with its findings and recommendations. Accordingly,I
have determined that the City of Palm Springs, County of Riverside EOP is acceptable in accordance with the
requirements of the Emergency Services Act and the California Master Mutual Aid Agreement. This plan is also
consistent with state guidance available at the time the plan was developed. This acceptance is contingent upon
implementation of the recommendations in the attached staff report and the adoption of the EOP by your governing
body or their designee.
Following the adoption of your plan,please provide us with the following:
• a signed copy of the Signed Concurrence by Principal Departments, and
• any resolutions that pertain to the adoption of yourEOP.
Thank you for your planning effort. I encourage you to continue to develop supporting operating procedures,exercise
your plan, and review the plan every three years.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, ADOPTING THE 2012
EMERGENCY OPERATION PLAN FOR THE CITY OF
PALM SPRINGS.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The 2012 Emergency Operation Plan (EOP) for the City of Palm
Springs, attached as Exhibit A and incorporated herein, is hereby approved and
adopted.
SECTION 2. The 2012 EOP meets the requirements of the Emergency Services
Act and Standardized Emergency Management System and is consistent with state and
federal guidelines.
SECTION 3. The 2008 Emergency Operations Plan for the City of Palm Springs
is hereby superseded, and no longer in force or effect.
