SUBJECT: AMENDMENT NO. 1 TO THE FISCAL YEAR 2012-13 ALLOCATED
POSITIONS AND COMPENSATION PLAN FOR THE
REORGANIZATION OF ADMINISTRATION

SUMMARY
The Assistant City Manager for Development Services recently announced his
upcoming retirement; hence, the City Manager is recommending that City Council
amend the Fiscal Year 2012-13 Allocated Positions and Compensation Plan in
furtherance of the proposed administrative reorganization plan.
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 1 TO THE
FISCAL YEAR 2012-13 ALLOCATED POSITIONS AND COMPENSATION PLAN
ADOPTED BY RESOLUTION NO. 23145."
STAFF ANALYSIS:
Historically, prior to the significant economic challenges faced by the City over the past
several years, the administrative executive team consisted of two Assistant City
Manager (ACM) positions. Uniquely to Palm Springs, this structure was important for
the appropriate coordination of administrative, safety, development, tourism, downtown,
public works and airport functions. However, most recently, the City Manager's Office
included only one ACM position with a primary focus on Development Services. Upon
the announcement of the current ACM's upcoming retirement — Mr. Thomas Wilson,
who has served the City for the past seven years — I am recommending a modification
of our administrative structure to incorporate a "Chief of Staff' model.
Under this new model, the City Clerk's position will be reclassified to Chief of Staff/City
Clerk and will assume the oversight of administrative departments including: City Clerk,
Finance, Procurement, Human Resources, Information Technology; and two service
departments including Parks/Recreation and the Library. Moreover, the Chief of

Allocated Positions and Compensation
Staff/City Clerk position will be instrumental in assisting me with coordination over all
departments and functions of the organization. An Administrative Assistant position will
be added to the "allocated positions and compensation" schedule in that department for
administrative and clerical support.
As City Manager, I will maintain direct reports over safety services, the Airport,
neighborhoods and sustainability— in addition to all development services, public works,
and economic/community development. Attached you will find a revised chart which
outlines my recommended organizational structure.
Additionally, inclusion of a "special projects" section which reports directly to the City
Manager will allow for focused oversight and resources to complete a range of special
programs and/or capital projects in a timely manner. This particular administrative
support might manifest through a variety of temporary personnel assignments and/or
contractual arrangements depending upon the nature of the work required. During the
ACM's transition period prior to his retirement — approximately mid-April — he will
oversee and complete several special projects currently under his supervision, in
addition to coordinating the overall transition with the Chief of Staff/City Clerk.
FISCAL IMPACT:
Given the totality of the impact of our national economic recession, and the State of
California "takes" of City revenues — including Redevelopment Agency Funds, the
proposed reorganization continues with our overall budget reductions started in 2010
furthering a "lean" and "efficient" administrative structure. In recognition of our
employees cooperation and sacrifice during the City's economic and budget challenges
—whether through continued furlough's or providing more services with less resources —
this plan represents a balance between required top management positions and
reducing operational costs.
Toward this goal, the Assistant City Manager position will not be replaced after the
incumbent's retirement. Savings from that position and the reclassification of City Clerk
to Chief of Staff/City Clerk, addition of an Administrative Assistant support position in
the City Clerks Department, and allocation of funds for "special projects' assistance is
estimated to result in an annual net savings of approximately $83,000 per year.

PALM SPRINGS, CALIFORNIA, APPROVING
AMENDMENT NO. 1 TO THE FISCAL YEAR 2012-13
ALLOCATED POSITIONS AND COMPENSATION PLAN
ADOPTED BY RESOLUTION NO. 23145.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The Allocated Positions and Compensation Plan for positions in the
City Service for Fiscal Year 2012-13, adopted by Resolution No. 23145 is hereby
amended as follows:

SECTION 2. The Director of Human Resources is authorized and directed to
modify the Fiscal Year 2012-13 Allocated Positions Plan.

SECTION 3. This Resolution shall take effect on October 14, 2012,
notwithstanding the effective date of the deletion of the Assistant City Manager
Development Services shall be upon separation date.
