Ready, City Manager BY: Airport SUMMARY This action will provide for the acquisition of asphalt pavement sealant material that will be used in conjunction with the Airport's ongoing in-house asphalt pavement maintenance program. RECOMMENDATION: 1. Approve the purchase of 13,500 gallons of sealant concentrate, as specified in Invitation for IFB 13-04, to Granite Construction Company of Riverside, California, in the amount of$110,109.37 2. Authorize City Manager to execute all necessary documents. STAFF ANALYSIS: One of the most costly and ubiquitous fixed assets at the Palm Springs International Airport are the amalgamation of paved surfaces including runways, taxiways, aprons, roadways, and parking lots. Taking the sum of all airport paved surfaces into consideration would equate to approximately eighty miles of two lane highway within the property's boundary. About two years ago, staff developed and instituted a new and enhanced in-house pavement maintenance program designed for improving the care and preventative maintenance of asphalt on the airport property. This program involves the utilization of airport staff, specialized application equipment, and specific FAA approved materials to conduct surface coating and rejuvenation of pavements year round. J City Council Staff Report November 7, 2012 Page 2 Contract Award Airport Asphalt Pavement Sealant preventive maintenance program will not only improve the performance of pavements, but it will also extend the overall useful life of the assets by several years and consequently defer millions of dollars of replacement costs. The airport's new program has already completed a several million square feet of pavement sealing and this procurement of additional material is necessary in order for the program to continue. The Procurement and Contracting Division worked closely with the Airport Department to develop and conduct a formal invitation for the supply of the material through IFB #13-04. The bid was publicly advertised, posted to the City's website, and notices distributed to potential providers. Two (2) providers responded and the results of the bid are tabulated below: Vendor Price Quote Granite Construction Co. $110,109.37 Carbonyte Systems Inc. $ 69,735.94 The specifications developed for the product were in conjunction with longstanding Federal Aviation Administration (FAA) standards for pavement rejuvenating solutions and the compounds of the product are specific. Only one of the two bids met the specifications set forth in the formal bid document, and that was from Granite Construction Company in the amount of $110,109.37. The other lower bid did not provide the necessary Gilsonite additive as minimally required and stated within the materials specifications of the bid documents and consequently was determined by staff, in consultation with the airport's engineering team specializing in airport pavements, to not meet the specification and was therefore considered non responsive. FISCAL IMPACT: The cost of the Surface Sealant for the Pavement Management Program for the Airport will be $110,109.37 and funds have been budgeted and are available in account numbers: 416-6501-56130 and 415-6050-46110. 11 �� Thomas Nolan, Executive Director, Airport David H.
