LIBRARY SPACE PLAN APPROVAL AND ARCHITECTURAL
DESIGN CONTRACT AMENDMENT FOR FINAL DESIGN AND BID
DOCUMENT DEVELOPMENT.
Good Evening. My name is David Gray, and I am here this evening to
speak as President of the Board of Trustees of the Palm Springs Public
Library.
On behalf of the Board, we would like to ask Council to approve item
4.B. WELWOOD MURRAY MEMORIAL LIBRARY SPACE PLAN APPROVAL
AND ARCHITECTURAL DESIGN CONTRACT AMENDMENT FOR FINAL
DESIGN AND BID DOCUMENT DEVELOPMENT.
Almost three years ago, I stood here in the same capacity to urge
passage of another plan to reuse and reopen the Welwood Murray
Memorial Libary. That plan, along with a subsequent one, did not make
it. However, we believe that after two strikes, this third one is a home
run.
There were many reasons why the previous plans did not go forward,
but during the past year, the Trustees, along with the former library
director and City staff, met with various organizations to explore their
desire to partner with the library, and the City, to find a desirable use
for this much loved building. And, although not every organization
could see a need or desired to be involved, the Palm Springs Historical
Society, along with the Bureau of Tourism, have joined with the library
to help the architect to envision this new space plan for the building.
The Board of Trustees, along with our new director Jeanne Kays, is
enthusiastic about this new partnership, and wants to commend the
City for its willingness to broaden the use of this historic building that
sits at the corner of the revitalization of our downtown.
This plan has met the approval of the City's Welwood Murray Library
Subcommittee, the Board of Trustees of the Libary and Historical
Society, as well as the Historic Site Preservation Board. We urge you
to approve this space plan and architectural agreement so we can
move forward on this long-overdue project.

Subj. Proposed Interior Plans for the Rehabilitation of the Welwood Murray
Memorial Library (WNEVIL.)
Dear Mr.Ewing,
We have reviewed the proposed interior plans for the rehabilitation of the Welwood Murray
Memorial Library(WMML), scheduled to be discussed at the special meeting of the
Historic Site Preservation Board on November 6,20 l2, and applaud the eity's planned uses
(i.e ,public meeting spaces,research library,tourist care,etc.)for this historic civic
building. We especially appreciate the city's endeavor to retain the "dense of place" of the
WMML by retaining some of the original book shelving. We hope that as the interior plan
is refined even more shelving might be retained.
One of the most prominent historical elements of the library',was the round circulation desk
that greeted visitors and served as the focal point for library activities. The Palm Springs
Preservation Foundation hopes that the city will seriously consider the reconstruction of that
important feature and we would be interested in financially supporting such an effort.

On November 6, 2012, the Welwood Murray Memorial Library project was
presented to the Historic Society Preservation Board (HSPB) for the review and
approval of the interior plan. An approval of the interior plan will allow the City to
proceed with selection of furnishings, fixtures and other finishes. This review
process is a fulfillment of one of the Board's prior condition of approval.
After receiving public testimony (all in support) and presentations by staff and
City representatives, the Board deliberated on the plan; a motion for a Certificate
of Approval was made with the following recommendations:
• Consider relocating the bathroom
• Consider maintaining visibility from entry to courtyard area
• No exterior changes included as part of this plan
• Consider using historic images for finishes and details for this and future
plans
• Keep the ceilings open and visible as historic as possible
• All furnishings and finishes not to be replicated, but sympathetic to the
original
The motion for a Certificate of Approval passed unanimously by a 6-0 vote.

AND ARCHITECTURAL DESIGN CONTRACT AMENDMENT FOR FINAL
DESIGN AND BID DOCUMENT DEVELOPMENT

SUMMARY
The proposed action is the approval of the Welwood Murray Memorial Library interior
space plan and authorization for architectural/sub-consultant services for final project
design and bid document development.
RECOMMENDATION:
1. Approve the Welwood Murray Memorial Library interior space plan dated
October 17, 2012.
2. Authorize architectural design and sub-consultant professional services to
develop final plans and specifications for bidding of the project — in an amount
not to exceed $75,000.
3. Authorize staff to proceed with removal of old carpeting and any hazardous
materials from within the building —cost not to exceed $60,000.
4. Authorize the City Manager to execute all required documentation for the
project to proceed.
STAFF ANALYSIS:
The Council's Library Subcommittee comprised of Councilmembers Mills and Lewin,
members of the Library Board Welwood Subcommittee, representatives from the
Historical Society, the City's Director of Library Services and senior staff members have

been working with the project architect to develop an interior space plan for the
Welwood Building that would allow for its successful reuse as a library property.
The proposed interior space plan incorporates the requirements of the Palm Springs
Library and the historical research and archive functions which will be provided by the
Palm Springs Historical Society. A City informational component and a multi-purpose
downtown meeting space are also included in the design. This will be accomplished
within the existing walls of the building with no modification to the exterior. The space
allocation plan presented here has been approved by the full Library Board (at their
meeting of October 26, 2012) and the Historical Society representatives participating in
our most recent project meeting.
Staff has requested this "site plan" be reviewed by the Historic Site Preservation Board
(HSPB) at a special meeting set for November 6, 2012 - the outcome of which will be
reported to Council during its meeting the following day. It should be noted that the
"interior fixtures and furnishings" portion of the project will be submitted to the HSPB for
review and direction during that phase of the renovation project.
Although there is general agreement on a partnership with the Palm Springs Historical
Society to participate in the Welwood Library project, details of our respective roles and
responsibilities must still be finalized. Staff will return to Council with an agreement
memorializing these provisions for review and approval.
To proceed with the next phase of the project will require professional architectural and
sub-consultant services for interior design, landscaping, mechanical, electrical,
plumbing, and cost estimating, as well as carpet and hazardous waste removal. This will
allow for completion of plan design and specifications for bidding of the project by the
City.
FISCAL IMPACT:
Costs for the services stated above are anticipated to be approximately $135,000.
Actual remodel cost estimates for the project will be available pending final design/plans
and completion of the bidding process.
The current budget allocates $650,000 for this project in the Welwood Capital Account
number: 261-1395-65224.
