Ready, City Manager BY: Palm Springs International Airport SUMMARY The Council will consider authorizing the purchase of new Federal Aviation Administration funded and approved Pre-formed Thermoplastic Airfield Pavement Markings for installation on the airfield at Palm Springs International Airport. RECOMMENDATION: 1. Approve the sole-source purchase of new Pre-formed Thermoplastic Airfield Pavement Markings from Ennis-Flint Company in an amount not-to-exceed $938,028.27 using FAA Grant No. 49 funds. 2. Authorize City Manager to execute all necessary documents, including the Purchase Order. STAFF ANALYSIS In August of this year, Council approved Federal Aviation Administration Grant No. 49 in the amount of $1,570,050 for the purpose of funding two airport capital project initiatives; design for the rehabilitation of the terminal apron pavements, and the purchase of FAA approved Preformed Thermoplastic Pavement Markings specifically designed to replace painted surface markings on the Palm Springs International Airport. All of the current markings on the airfield at PSP Airport are painted on the surface of the asphalt. To maintain these painted markings it requires hundreds of hours of labor each year to repaint because of the intense sun and heat that accelerates the fading process. Just a few years ago, the Federal Aviation Administration approved and encourages the use of pre-formed thermoplastic markings to replace painted marking on taxiways and aprons at airports. At the recommendation of Federal Aviation ITEM NO.,=_ City Council Staff Report December 19, 2012 -- Page 2 Purchase Preformed Thermoplastic Airfield Markings Administration and with the unanimous support of the Airport Commission, the use of these new thermoplastics is being recommended for PSP Airport because it will enhance safety with more consistently vibrant airfield markings, and reduce the maintenance expenditures associated with repainting every year. This action item would allow for the sole-source procurement of the Preformed Thermoplastics from the FAA's only authorized vendor in the amount not-to-exceed $938,028.27, which includes the cost of the materials, shipping and tax. The airport staff will complete the installation of the markings under the oversight of the manufacturer's representative and the airport's consulting engineer within the standards set forth by the Federal Aviation Administration. Installing the materials using in-house staff, as opposed to being done by a contractor, will result in at least twenty five percent more square footage of airfield markings replacement and leveraging a greater return from each dollar of grant funding. Because the FAA has certified only one manufacturer for Pre-formed Thermoplastics, the Ennis-Flint Company, and has specifically authorized PSP Airport staff to expend the grant funds directly with this company, staff is requesting approval under the provisions of section 7.04.020 of the Municipal Code for this Sole Source procurement. The FAA grant funding will not allow for the full replacement of all of the pavement markings at PSP Airport. Subsequently the quantity and number of markings being replaced were determined by several factors including the safety priorities of each marking, replacement life of each pavement section, and FAA priority. The total purchase price was then determined through negotiations with the manufacturer, assessment by the airport's professional engineering consulting firm, and validation that the pricing is consistent with the industry. FISCAL IMPACT FAA Grant No. 49 is funding 90% or $844,225.00 of the total $938,028.27 expenditure. The Airport Fund Account No. 416 6401 56123 is responsible for the remaining $93,803.27 and the funds have been budgeted.
