SUBJECT: REQUEST FOR WAIVER OF VILLAGEFEST FEES

SUMMARY
In a letter dated April 6, a representative of the SafeHouse of the Desert requested
that the organization's VillageFest fee be waived. Staff advised the organization's
representative that only City Council can waive fees.
RECOMMENDATION:
1) Adopt Minute Order No. denying the request for waiver of
VillageFest fees for the SafeHouse of the Desert.
OR
1) Adopt Minute Order No. approving the request for waiver of
VillageFest fees for the SafeHouse of the Desert.
STAFF ANALYSIS:
The VillageFest Coordinator received a letter dated April 6 from Karen Merritt,
Project Director of SafeHouse of the Desert (Applicant), in which it was requested
that the VillageFest fee be waived for that organization.
Applicant is a nonprofit corporation that provides emergency shelter services to
horneless minors. A large part of its mission is to provide comprehensive outreach
services to help youth get off the streets. Staff and volunteers will man the
VillageFest booth. Donations will be accepted during the event, but no product or
service will be sold and, therefore, no sales revenue will be generated.

Staff is not recommending that the fees be waived due to budgetary considerations
within the VillageFest Fund.
Also, there are currently 20 nonprofit organizations participating at VillageFest. If
fees are waived for one of these vendors, it could possibly open the door for other
nonprofit organizations to request that their fees be waived.
FISCAL IMPACT: I Finance Director Approval
If the fees are waived, the City would lose $2,040 per year ($40/week x 51 weeks)
in revenue.
