Ready, City Manager BY: Department of Parks and Recreation SUMMARY At the May 9 meeting of the VillageFest Board, two representatives of the Palm Springs Shriners requested that the organization's VillageFest fee be waived. They were advised that only City Council can waive fees and informed of the procedure to request a waiver of fees. RECOMMENDATION: 1) Adopt Minute Order No. denying the request for waiver of VillageFest fees for the Palm Springs Shriners. OR 1) Adopt Minute Order No. approving the request for waiver of VillageFest fees for the Palm Springs Shriners. STAFF ANALYSIS: During public comments at the May 9 VillageFest Board meeting, Herbert Miller and Joseph DiPuzo spoke on behalf of the Palm Springs Shriners ("Applicant") and requested that the VillageFest fees be waived for that organization. They said that it just recently came to their attention that Applicant was paying a monthly fee for the booth space at VillageFest. Applicant is a nonprofit organization and focuses its philanthropic efforts on The Shriners Hospital in Los Angeles, a pediatric facility with 60 patient beds and one of 22 hospitals in the organization's system. Applicant has been a vendor at VillageFest for about seven years and was not charged to participate until January 2006. From donations received due to their presence at VillageFest, Applicant has been able to purchase television sets for all the patients' hospital rooms, special equipment for the X-ray room, and special orthopedic chairs and DVD equipment Item No. J. Applicant also owns and maintains a hospital van for transporting patients and parents to and from the hospital in Los Angeles, averaging three trips per week. Funds to support the hospital come from gifts, bequests, and income from an endowment fund. There is no charge for any service at The Shriners Hospital. No payment or insurance of any kind is accepted and the hospital does not accept government grants. Staff is not recommending that the fees be waived due to budgetary considerations within the VillageFest Fund. Also, there are currently 20 nonprofit organizations participating at VillageFest. If fees are waived for one of these vendors, it could possibly open the door for other nonprofit organizations to request that their fees be waived. FISCAL IMPACT: I Finance Director Approval If the fees are waived, the City would lose $2,040 per year ($40/week x 51 weeks) in revenue. Shriners hospitals for children is a network of pediatric specialty hospitals operated and maintained by the shrine where children under the age of 18 receive expert medical care absolutely free of charge.regardless of then race ,religion or relationship to a shriner. The Palm Springs Shriners have as our particular philanthropy , The Shriners Hospital in Los Angeles which is one of the 22 hospitals in the system ,operatition a budget for 2006 of$1.7 million per day with no charge whatsoever to the families of the patients. In the past seven years through our efforts at the Palm Springs Village Fest,the Palm Springs Shriners have been able to buy T.V. sets for all the patients rooms.Special Equipment for the X Ray Room and Special ONtopedic chairs and D.V D.equipment fm the game rooms with monies raised at the Palm Springs Village Fest The Palm Springs Shriners do not stop here with our philanthropies . We also own and maintain our own hospital van for transporting patients and parents to and from the Shriners Hospital in Los Angeles whenever needed averaging three trips per week . The Shriners Hospitals have 19 speciali2ed hospitals providing expert orthopedic care to children. We have 4 bum care centers and 3 spinal cord injury rehabilitation care centers for children. The Los Angeles Shriners Hospital is a pediatric facility featuring 60 patient beds and is Ailly accredited by the Joint commission of healthcare organizations. Fund to support Shriners Hospitals come from gifts- bequests-and income from an endowment fund. No payment or insurance of any kind is accepted,nor does the hospital acept government grants ,state at other agency funds . Some of the services provided at the Las Angeles Shriners Hospital are treatment for Scoliosis back problems-club feet Arthogryposis- orderMLISC t th elcud disorders-Orthopedic Congenital deformities and when needed,prosthetics are fitted to order at the hospital.
