FROM: David H. Ready, City Manager BY: Special Projects Manager SUMMARY The City Council will discuss the selection of specific intersections for the crosswalk improvements, approval of specifications with authority to bid as well as authorizing the pre-purchase of the actual solar powered flashing beacon signal devices. RECOMMENDATION: 1. Determine the location(s) of new crosswalks and improvements in the Uptown Area funded by Measure J. 2. Authorize staff to issue and solicit bids for crosswalk installation and improvements. 3. Authorize staff to immediately proceed with bidding and purchase of the actual flashing beacon devices insofar as the total cost of the devices does not exceed $12,500 per device (eight required). 4. Authorize the City Manager to execute all documents. STAFF ANALYSIS: One of the Measure J approved projects for this year is the improvement of crosswalks in the Uptown area. This project was previously discussed with City Council in general terms and staff is now returning for specific direction and approvals to move the project forward. A two page photo exhibit is attached to this report which depicts the Uptown area, it's existing crosswalks, it's signalized intersections as well as candidate intersections for this project. Listed below are the intersections, the four in bold are the km �P\ City Council Staff Report January 16, 2013 - Page 2 Uptown Crosswalks ones of greatest need as determined by the City Engineer. There are also four other candidate intersections offered for City Council consideration. There is currently enough funding for four (4) intersections; staff seeks direction on which to include in the project. Intersection Current Description Recommendation 1. Alejo Rd. Vista Chino Signalized crosswalk. No Change. 13. Granvia Valmonte No crosswalk. Add crosswalk w/Ped. Beacon @ Indian Which ever intersections are selected the design specifications will be the same, we are proposing a Caltrans standard pedestrian activated crosswalk flashing beacon along with related warning signage and crosswalk striping. Staff seeks City Council approval of this specification and seeks authority to proceed to bidding the project. To expedite the project, staff is recommending that the City immediately bid and purchase the signal devices for the four (4) intersections. This can help to reduce the impact of as much as three months lead time to receive the signal devices. The City would take possession of the signal devices when they were delivered and they would be assigned to the project contractor for installation. The City has installed several of these flashing beacons over the past few years and has seen pricing for the beacon devices of $12,500 per each device (Two required per each crossing). It is further recommended that the City Manager be given authority to proceed with the issuance of a Purchase Order for the signal devices so long as the price does not exceed $12,500 per device (8 @ $12,500 = $100,000).
