SUBJECT: AWARD OF BID IFB 06-05 FOR PALM TREE TRIMMING AT VARIOUS
LOCATIONS IN THE CITY OF PALM SPRINGS

SUMMARY
The City annually trims seed pods and fronds from City-owned palm trees in order to
maintain the health and appearance of the trees, to reduce the need for clean-up efforts
caused by wind and to maintain the safety of the areas surrounding the trees. This
action would award a bid for the trimming services necessary to carry out the annual
palm tree maintenance program.
RECOMMENDATION:
Adopt Minute Order No. , awarding Bid (IFB) 06-05 for Palm Tree Trimming at
various locations in the City of Palm Springs to Desert View Tree Service on a unit price
basis of $21.00 per tree for a projected total cost of $62,097.00 out of Fiscal 06/07
funds.
STAFF ANALYSIS:
IFB 06-05 for Palm Tree Trimming was advertised in The Public Record, posted on the
City website, and mailed to nineteen firms. Two bids were received, opened and read
publicly by the Procurement Office at the bid opening time and date of 2:00 P.M., June
13, 2006. Results of this IFB are as follows:

(Palm Tree Trimming)
The palm trees to be trimmed are located at various sites throughout the City, including
the airport, convention center, parks, parkways, downtown, and surrounding city
government buildings. The contractor will remove seed pods only from approximately
1,551 trees, and both seed pods and fronds from approximately 1,406 trees. The
request to award on the basis of unit price is made to facilitate adjustments, which are
normally required while work is in progress.
In previous years members of the public have observed that they have palm trees
trimmed at home for as little as twelve ($12) per tree, raising the question of why it costs
the City more. Only licensed (D-49) contractors able to meet the City's insurance
requirements are eligible for award. The successful contractor is also required to follow
CalTrans traffic control and CAL/OSHA safety procedures to protect the public, legally
remove and dispose of the green waste, and provide a Bid Bond and Performance
Bond as required by the City.
FISCAL IMPACT: IFinance Director Review:
Funds have been approved in the Fiscal 06/07 budget and will be available for the work
to be performed in the following accounts on July 1, 2006:

Minute Order approving the award IFB 06-05 for palm tree trimming at various
locations in the City of Palm Springs to Desert View Tree Service on a unit price
basis of $21.00 per tree for a projected total cost of $62,097.00 out of Fiscal 06107
funds, was adopted by the City Council of the City of Palm Springs, California, in a
meeting thereof held on the 21 ST day of June 2006.
