SUBJECT: 2012-13 ALLOCATED POSITIONS AND COMPENSATION PLAN
AMENDMENT 2 TO PROVIDE FOR A SENIOR CODE COMPLIANCE
OFFICER.

SUMMARY
This action will amend the current fiscal year Allocated and Compensation Plan by
reallocating a vacant Code Compliance Officer position to a Senior Code Compliance
Officer to more accurately reflect the needs and duties of the position. This action will
result in no additional FTE's and no additional cost to the current Fiscal Year.
RECOMMENDATION:
1. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 2
TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL
YEAR 2012-13, ADOPTED BY RESOLUTION 23145" and;
2. Authorize the City Manager to execute all documents necessary to effectuate this
action.
STAFF ANALYSIS:
This action will amend the current fiscal year Allocated and Compensation Plan by
reallocating a vacant Code Compliance Officer position to a Senior Code Compliance
Officer to more accurately reflect the needs and duties of the position. This action will
increase efficiency and effectiveness of the current personnel and support operations.
Building Department
By relocating the current Code Compliance Officer position to Senior (Lead) Code
Compliance Officer, this will enhance the Department's overall technical and functional
support for the Code Compliance Division by providing a Senior Code Compliance
Officer to lead the team in a more focused and efficient manner while participating in
complex code compliance duties. In 2010, the code compliance division operated with
ITENA NO.

a supervisor and secretary. Now, this division is supervised by the Building and Safety
Supervisor. The current supervisor oversees and runs the permit counter, plan check
submittals, fee calculations, records research, departmental routing, as well as
supervises the Building Inspectors and Code Compliance Officers. This supervisor has
limited resources to actively participate in the direct oversight of the code compliant
division. The reallocation of this position will once again provide a direct lead position
necessary to enhance and maintain effective code compliance services and provide five
(5) days per week code enforcement coverage.
FISCAL IMPACT:
This action will not incur any additional costs due to the vacancy savings accrued during
the current Fiscal Year. The additional salary cost in future years is $6,432, the
difference in pay grades of Senior Code Compliance Officer and a Code Compliance
Officer.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS APPROVING
AMENDMENT NO. 2 TO THE ALLOCATED
POSITIONS AND COMPENSATION PLAN FOR
FISCAL YEAR 2012-13, ADOPTED BY
RESOLUTION 23145.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The Allocated Positions and Compensation Plan for
positions in the City Service for fiscal year 2012-13 is hereby amended as
follows:

SECTION 2. The Director of Human Resources is authorized and
directed to modify the Fiscal Year 2012-13 Allocated Positions Plan.

SECTION 3. This resolution shall take effect on February 20, 2013.
