SUBJECT: SUSPEND CERTAIN PARKING RESTRICTIONS FOR THE PERIOD
JULY 1, 2006 THROUGH DECEMBER 31, 2006 OR JUNE 30, 2007 FOR
DOWNTOWN CITY-OWNED PARKING LOTS AND PARKING
STRUCTURE

SUMMARY
The City Council will consider a Resolution suspending certain parking restrictions for
downtown City owned parking lots and the Downtown Parking Structure extending the
provisions first enacted on June 8, 2005 and extended by the City Council on
September 21, 2005 and December 14, 2005.
RECOMMENDATION:
Adopt Resolution No, , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, SUSPENDING TIME LIMITS ON PARKING OF
MOTOR VEHICLES ON CITY OWNED PARKING LOTS IN THE CITY BETWEEN
JULY 1, 2006 AND DECEMBER 31, 2006 OR JUNE 30, 2007."
STAFF ANALYSIS:
On June 8, 2005 the City Council adopted Resolution No. 21286 suspending the
imposition and enforcement of time limits on parking automobiles on City owned parking
lots between the date of June 9, 2005 and September 30, 2005. To allow the Main
Street Merchants Association time to evaluate the effect of suspending the time limits,
and develop a parking plan, the City Council adopted Resolutions No. 21414 and No.
214180 extending the temporary suspension of time limits to December 31, 2005 and
June 30, 2006 respectively.
The: suspension of the parking time limits has been in place for one year and reports
from Main Street indicate the program has been successful and has had no adverse
effect in lihe Central Business District.
The: Main Street Merchants Association is requesting an additional one year extension
to suspend the time limits on parking of automobiles on City-owned parking lots to: 1)
continue to monitor and evaluate the suggestions and solutions (listed below) as they
are reviewed and implemented by the City; and 2) based on the transitional

environment in downtown with major mixed-use and redevelopment projects slated to
break ground, the parking concerns will change and new ideas and solutions are likely
to come forward. Furthermore, the City, along with Main Street and other stakeholders
will continue to monitor and recommend changes where and when necessary to
continue to provide the best possible solutions to alleviate parking concerns for
residents, businesses and visitors.
Main Street has presented suggestions and solutions to immediately generate more
parking spaces and implement or develop prograrns to ease parking concerns. These
suggestions are not part of the attached Resolution, as some may require ordinance
changes; however, they are under review by Staff and will move forward for approval.
The suggestions and solutions are as follows:
1. Remove "employee only" signs on the 3`d deck of the parking structure which
opens 119 spaces for general public use. This action has started with the
removal of the gate and the signs which previously designated the spaces to be
used for employees only.
2. Eliminate Permit Parking in downtown and remove all unused "Permit Parking
Only" signs in city lots to free up about 20 spaces.
3. Pace "No Overnight Parking from 3 a.m. to 6 a.m." signs in City lots, Including
the parking structure to prevent motor homes, truckers, and cars For sale from
parking for days.
4. Remove "2-Hour Parking" and "By Permit Only" signs on the following streets:
North and South Belardo Roads, and North Indian Canyon Way from Tahquitz
Canyon Way to Alejo Road. The removal of the 2-hour parking signs in these
areas would make approximately 376 spaces available for customers and
employees to park all day.
5. Change the current 2-hour 9 a.m. to 16 p.m. time limits on Palm Canyon Drive to
3-hour time limits from 10 a.m. to 10 p.m. Consider changing parking
enforcement hours from seven days a week to longer hours on Thursday, Friday,
Saturday and Sunday.
6. Encourage and work with restaurant owners to develop a standardized valet
parking program that is cost neutral to the City and provides options for
downtown visitors. The pilot program could allow valet stations on Pahn Canyon
Drive between Tahquitz Canyon Way and Baristo Road.
7. Consider diagonal parking on one or both sides of Indian Canyon Drive to add
additional parking spaces and slow down traffic.
8. Other suggestions include: review and remove unneeded green, red, white
painted spaces and other restricted spaces throughout downtown; move taxi

lanes to side streets; regulate taxi, carriage ride, bus parking and valet spaces
only during hours of use; explore (green) shuttle service in partnership with the
Agua Caliente Indians, Sunline Transit and major hotels.
The three previous Resolutions approved by City Council to suspend the time limits in
City lots were for no more than six (6) month periods. Staff is presenting two
alternatives - - a Resolution to extend the suspension of time limits for an additional six
(6) months expiring on December 31, 2006; and a Resolution to extend the suspension
of time limits for one year expiring on June 30, 2007.
FISCAL ANALYSIS
The Parking Violation Revenue Fund is based on all fines collected throughout the City.
Based on an eleven (11) month period - July 1, 2005 to May 30, 2006, parking violation
fines are down $42,000, compared to the saime period in 2004✓05.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, SUSPENDING TIME
LIMITS ON PARKING OF MOTOR VEHICLES ON CITY
OWNED PARKING LOTS IN THE CITY BETWEEN JULY 1,
2006 AND JUNE 30, 2007
The City Council of the City of Palm Springs finds:
A. On June 8, 2005 the City Council adopted Resolution 21286 suspending the

owned parking lots between the dates of June 9, 2005 and September 30, 2005.
B. On September 21, 2005 the City Council adopted Resolution No. 21414
extending the suspension of the imposition and enforcement of time limits on
parking of automobiles on City owned parking lots between the dates of October
1, 2005 and December 31, 2005.
C. On December 14, 2005 the City Council adopted Resolution No. 21480
extending the suspension of the imposition and enforcement of time limits on
parking of automobiles on City owned parking lots between the dates of January
1, 2006 and June 30, 2006
D. The Main Street Merchants Association has submitted suggestions and solutions
to improve parking availability and is requesting an extension to the suspension
of time limits on parking of automobiles on City owned parking lots through June
30, 2007.
E. The City Manager, pursuant to Section 12.32.050 of the Palm Springs Municipal
Code, has examined and surveyed all City owned parking lots and has
determined that the continuation of this suspension of time limits on parking of
vehicles on City owned parking lots between the dates of July 1, 2006 and June
30, 2007 is warranted and will not adversely affect the availability of parking in
these lots.
The: City Council of the City of Palm Springs therefore resolves:
Section 1. The City Council suspends the imposition and enforcement of time limits
on the parking of motor vehicles on City owned parking lots between July 1, 2006 and
June 30, 2007.
Section 2. Time limits on the parking of motor vehicles on City owned parking lots in
effect on June 8, 2005 shall be deemed fully reinstated, Imposed, and enforceable on
July 1, 2007.

Section 3. Except as expressly provided in this resolution, all regulations governing
the driving, stopping, parking, or leaving standing of vehicles on City owned parking lots
shall remain in full force and effect.
