Dear Mayor and Council Members:
want to thank City Council Member Ginny Foat for her
comments about a proposed Move To Amend resolution at
Wednesday's city council meeting. It is my understanding
that Mayor Steve Pougnet and council member Foat are
reviewing resolutions adopted by other cities and you plan to
place a resolution on a future city council agenda. Please
provide us with advance notice when this will be on the
agenda so we can prepare public comments for the city
council meeting.
Recently Tracy Turner sent you an e-mail about a resolution
adopted by the California State Legislature. I agree with
Carolann Bouldin that the legislature's resolution does not
go far enough to remedy the problem. I believe you have a
copy of the resolution adopted by the Coachella City
Council.
Please note that we hope your resolution will include a
clause to put the subject of corporate personhood as a ballot
initiative on this November's city council election. Previously
we sent you the ballot initiative language used in Salt Lake

City Utah. In 2012 over 150 cities had ballot initiatives on
this subject. An initiative was passed by Mendocino County
voters this past November. We know Congress will not take
action until the voters across the country have expressed
themselves in support at the ballot box. Palm Springs voters
deserve the opportunity to vote on this issue like hundreds of
other cities have already done.
We feel your resolution should call on Congress to pass a
Constitutional amendment. Several amendments have been
introduced in Congress.
We strongly recommend that your resolution suggest that
House Joint Resolution 29 is the best legislation to pass the
Congress. This amendment is called "We The People."

Section 1 . [Artificial entities are not persons and can be
regulated]
The rights protected by the Constitution of the United States
are the rights of natural persons only.
Artificial entities established by the laws of any State, the
United States, or any foreign state shall have no rights under
this Constitution and are subject to regulation by the people
through federal, state, or local law.
The privileges of artificial entities shall be determined by the
people, through federal, state, or local law, and shall not be
construed to be inherent or inalienable.
Section 2. [Money is not speech and can be regulated]
Federal state and local government shall regulate, limit, or
prohibit contributions and expenditures, including a
candidates on contributions and expenditures, and to ensure
that all citizens, regardless of their economic status, have
access to the political process, and that no person gains, as
a result of their money, substantially more access or ability
to influence in any way the election of any candidate for

public office or any ballot measure.
Federal, state, and local government shall require that any
permissible contributions and expenditures be publicly
disclosed.
The judiciary shall not construe the spending of money to
influence elections to be speech under the First Amendment.

That was the last I heard from Mr. Tallman until you contacted me on September 21`°af 2012 and mailed me proof that Mr.
Tal)man's Power of Atterney had been revoked and that he had no authorization to make changes to your policy.
All documents regarding this matter have been Forwarded to your claims adjuster and t. Dclectivc Judd at the PC m Spring
